Duties

If you are selected for the Program Analyst (Redress) position, you will perform the following duties:

  • Manage redress cases, including invoicing, creating work assignments, planning distributions, tracking contractor performance, and developing redress communications.
  • Oversee contract management for redress administrators including reviewing work, executing contract management, and ensuring timely payment for work.
  • Analyze complex claimant and distribution lists involving up to millions of claimants using advanced data analysis tools, as appropriate.
  • Design customized redress distribution plans that ensure equitable, timely, and accurate distributions.
  • Analyze redress patterns and trends and tracks participation rates across programs.
  • Continuously seek new ways to analyze redress data and understand distribution trends and forecasts.
  • Independently prepare timely and relevant reports on redress activities and other matters, as needed including developing weekly reports and providing status updates to leadership informing them of the status of the redress program.
  • Oversee all external redress communications.
  • Serve as a primary FTC contact for communicating and coordinating with internal and external organizations on redress administration.

Qualifications

To qualify for the Program Analyst (Redress) position at the GS-14 level, you must meet the following requirements:


You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: planning, launching, and administering large-scale projects to distribute money to a large and diverse audience; tracking expenditures of funds and ensuring thorough execution of plans to return money to consumers; working with and overseeing contractors performing essential tasks as part of a large-scale project; and working with a variety of tools to search, organize, and standardize large volumes of address data for mailings.



Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

Knowledge and skill in applying analytical and evaluative methods to determine how to execute various redress campaigns, address distribution issues, and prioritize redress cases based on a large variety of competing factors.

Knowledge and skill analyzing various databases and using that data to make recommendations regarding redress distribution.

Knowledge and skill in developing plans and managing a complex workload composed of many concurrent projects in accordance with those plans, notwithstanding competing and sometimes conflicting priorities and limited resources.


Ability to provide clear and detailed written communication sufficient to develop complex reports on sensitive subjects to various audiences.
