Summary

This position is located in the Office of Policy Development and Research. Under the direct supervision of the Regulation and Dissemination Unit supervisor, the incumbent is responsible for providing in-depth analysis of Federal legislation and/or policy changes for the purpose of developing and writing regulations, or modifications to regulations, which guide the national implementation of Federal workforce programs.

Duties

Through a process of consultation and team cooperation with Employment and Training Administration (ETA) senior officials, the Program Analyst (Regulatory) will perform the following duties:

  • Conduct analysis of relevant information (primarily regulations, but also legislative or other policy documents), make informed decisions about how to achieve timely and quality project deliverables (timelines, decision memos, draft rules, supporting materials), and recommend actionable solutions to managers in order to achieve project goals (framing policy decisions, gaining consensus, briefing decision-makers).
  • Establish and maintain positive and constructive relationships with colleagues and agency officials, including ETA program offices, Department leadership, and other Federal stakeholders; leverage relationships through written or verbal communication to achieve goals during the development of draft rules and related work products, and build consensus to develop solutions or formulate recommendations for leadership.
  • Work with a variety of stakeholders to accomplish work goals, which includes people with different personalities, communication styles, technological capabilities, emotional intelligence, and conflict resolution skills. Maintain a positive outlook, demonstrate resiliency, and cultivate partnerships with people from a variety of backgrounds.
  • Use knowledge of laws or regulations gained from education or prior work experience to conduct analysis, develop written materials, and verbally explain complex issues to other agency staff, management, and leadership. This may include reviewing draft legislation or rules from other agencies to determine impact on ETA programs or rules/regulations. This also includes relying on legal precedent and properly citing the agency's legal authority to justify an action.
  • Coordinate rule-making activity, including develop timelines, set milestones and deadlines for deliverables, hold others accountable for delivering timely products, facilitate meetings or ad hoc communication to achieve goals, and report to managers the status of projects and any risks or delays. Adjust timelines or plans as appropriate based on new information or changing expectations.

Qualifications

You must meet the Specialized Experience to qualify for the GS-343-13, Program Analyst (Regulatory), as described below.

Applicants must possess one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade level or GS-12 grade level in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-12).

Qualifying Specialized Experience for GS-13 includes both of the following:
1) Experience analyzing legislation, regulations, or other policy documents; OR conducting research/fact-finding related to rule-making activities (e.g., proposed rules, draft final rules, requests for information, or policy documents); and

2) Experience writing, reviewing, and editing materials associated with regulatory processes; (e.g., pre-rule making, proposed rules, final rules, program guidance, policy papers, or briefing materials).
