Job Description (Please follow all instructions carefully)

Summary

As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.

This position is located in the Air Traffic Organization (ATO), Program Management Organization (PMO).

Duties

The Program Manager serves as a Middle Manager of the Program Management Organization (PMO) and manages the work of a large, multi-level organization, and across multiple functions and/or disciplines within a major subdivision through subordinate managers and employees. Provides direction to subordinate managers and employees in the analysis and evaluations required to facilitate the management of the various agency information technology-centric projects. The work includes complex projects/programs based on the objectives of the PMO, the ATO, and frequently the FAA.

Provides direction to subordinate managers responsible for leading projects and monitoring contractors in the development, test, integration, implementation, and sustainment of systems. Applies detailed knowledge of the technical aspect of the work directed to oversee the analyses and assessment of program requirement stability, designs, and conducts complex studies of proposed software applications, ensuring compliance with system requirements. Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments for a major organization.

Uses program management principles and practices to develops new programs to ensure the strategic direction, goals, and objectives of the organization are met. Reviews evaluation method provided by subordinate managers to assess program strengths and identify areas for improvements. Establishes quality criteria and standards and ensures program and contractors deliverables meet the required quality standards. Develops change management plans to manage and support change initiatives within the program; and communicates changes effectively to all stakeholder. Tracks and reports on program performance to ensure the continuous alignment with goals and objectives. Identify and mitigate risks to program success. Leads and develop program teams, including program/project managers and employees by providing direction and support, and identifying and addressing training and development needs.

Possesses a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the PMO, the ATO, and the FAA. Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/ programs and across multiple functions and/or disciplines. Manages budget and either reallocates resources among organizational units/projects/programs or acquires additional resources as needed. Leads and integrates the budget planning processes for all organizational units/projects/programs under his/her control, and projects both short-term and long-term future needs. Participates in planning efforts that cross organizational lines within the PMO and ATO.

Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher level management except where ATO or FAA-wide interests are at stake. Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines. May participate in developing solutions to FAA-wide problems. Contacts are routinely internal and external to the PMO and include subordinates, peers, and higher level management to discuss the statuses and results of projects/programs and plan for the future. Collaborates with other PMO mid and senior-level managers to ensure consistent communication of goals and objectives and improve organizational business practices. Represents PMO, ATO, or the FAA externally as a primary point of contact for policies/ procedures or other project/program purposes in technical meetings, program reviews, and conferences. The Program Manager, within guidelines, is authorized to make commitments for the program, to establish new policies/procedures, and to make exceptions.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next
lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is defined as:

Experience in program management principles and techniques to develop new programs and organize programs and activities in accordance with the mission and goals of the organization.
