This position is in the Department of Veterans Affairs, Veterans Benefits Administration's (VBA) Chief Production Office. As a Program Manager (Director), The incumbent will be responsible for the management of systems, programs and activities focused on improving the delivery of benefits to Veterans and beneficiaries.

Duties
Specific duties include:
- Manage complex government-industry partnerships including high-ranking military and civilian officials to develop and deliver innovative solutions.
- Manages and advises on the logistical allocation of resources necessary to implement and execute the CPO mission and provides plans to optimize integration of resources. Analyzes priorities of resource allocation and application to meet national program objectives.
- Exercises a high degree of program management expertise and managerial competence to direct large, contracted services and national deployments in order to develop and execute strategies to meet program objectives pertaining to the delivery of benefits.
- Acts as program manager for a varied and high-value portfolio of services acquisitions and associated business functions/missions. Oversees staff managing these acquisitions including Contracting Officer Representatives (CORs), budget analysts and program analysts. Ensures successful budget and contract execution and oversee the end-to-end acquisition lifecycle for critical VBA investments.
- Manage nationwide deployments and expansions of managed services and associated business processes and systems to new or existing internal or external organizational customers. Oversee all aspects of the deployments, including business process design, requirements gathering, program management and development, scheduling, organizational change management and communications.
- Leads organizational change management initiatives and champions automation technologies to enhance operational efficiency. Develops and implements strategies for employees, processes, and systems to new automated solutions, ensuring stakeholder engagement, effective communication, and minimal disruption to service delivery. Evaluates the impact of automation on workflows and continuously improves processes to support the mission.
- Monitors and controls national deployment program progress, accomplishments and effectiveness through analysis and directives from higher authority.
- Prepare briefing materials for the Chief Production Officer and Deputy Director to inform and/or influence senior officials on a variety of issues related to strategic business process changes and supportive tools.
- Reviews, approves, or disapproves actions involving personnel requirements and the allocation of resources among projects and/or organization.
- Serves as a consultant to the Deputy Director in the planning and decision-making process by preparing analysis and comparisons of alternative methods of achieving program objectives.
- Ensures that career development, training, and technical competence are maintained, promising new talent is recruited, and selection and promotion decisions are effectively made.
- Perform other and special duties as assigned.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/15/2026.
TIME-IN-GRADE REQUIREMENT: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement.
- For a GS-15 position you must have served 52 weeks at the GS-14 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-15 Grade Level:
- Specialized Experience: Specialized experience is defined as work that involves experience applying technology and business expertise in assessing risks and costs of solutions to meet business needs; planning, analyzing and making comparisons of alternative methods to achieve program objectives; developing and executing management strategies to support the processing of claims or benefits related business applications or systems.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with travel to attend meetings and conferences away from the work site. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
