Job Description (Please follow all instructions carefully)

Summary

The American Battle Monuments Commission (ABMC) maintains facilities and personnel in 10 countries. The purpose of the position is to manage the infrastructure upgrade and construction at the ABMC's interpretive center at the ABMC Honolulu Memorial, which is located within the National Memorial Cemetery of the Pacific (NCA/VA), Honolulu, Hawaii.


Responsible for overall construction and infrastructure upgrades for the ABMC's Honolulu Memorial Interpretive Center.

Duties

This is an Interdisciplinary position, which means the position may be filled as either an Engineer or an Architect. You must meet at least one of the basic requirements for General Engineer or Architect as outlined in the Qualifications section, below.

  • Establish and enforce sound project management principles in all assigned ABMC activities including monitoring work processes across Directorate boundaries ensuring compliance with established project management standards, engineering and architecture best practices, construction management best practices, Federal and State historic preservation standards, and administrative guidelines.
  • Coordinate the activities of multiple Project Delivery Teams engaged in Life Cycle Project Management of the assigned project(s) to ensure program objectives are met. Serves as a Contracting Officer's Representative (COR) and Contracting Officer's Technical Representative (COTR).
  • Determine the source of, and resolve problems relating to design and construction delays, excessive costs, and other technical problems based upon reliance of their U.S. professionally licensed level of expertise.
  • Integrate customer requirements, and necessary resources into a comprehensive management plan that is fully coordinated with all contributing directorates and organizations including various functional elements within ABMC as a whole.

Qualifications

Basic Requirement for a General Engineer: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR,

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)
OR

Basic Requirement for an Architect: Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

OR,

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following:
  1. Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations.
  2. Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
In addition to meeting at least one of the Basic Requirements outlined above, you must meet the following Specialized Experience: For the GS-13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-12); or its non-Federal equivalent that demonstrates: Serve as the principal technical lead, project and construction manager, and facility manager for one or more civil works, inter-agency, intra-governmental, or military construction projects. In this role, you will be responsible for overseeing the full project life cycle, from initial planning through execution and completion, ensuring that all objectives related to cost, schedule, quality, and safety are met. Your expertise will encompass the management and coordination of multidisciplinary engineering and architectural efforts, as well as the strategic planning necessary to maintain and enhance existing and new facilities.
Candidate with PE, AIA or PMP Certification is highly desirable.

Time in Grade
Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify.

Education

Your professional background must demonstrate one or more of the following core competencies:
1. Professional Engineering and Registered Architecture Level Experience:
- Lead the development and review of professionally prepared architectural and engineering plans and specifications, ensuring their alignment with the project's objectives, budget, and timeline.
- Provide technical guidance in the design and construction phases, ensuring that all engineering and architectural elements are compliant with applicable standards, codes, and regulations.
- Engage in the development and implementation of Project Management Plans (PMPs), including risk management strategies and quality assurance protocols.
- Review and approve design modifications and substitutions of materials, ensuring that any changes maintain the integrity and performance of the project.
2. Construction Manager Experience:
- Oversee the execution of construction contracts, ensuring that projects are completed on time, within budget, and in accordance with all safety and quality standards.
- Enforce strict compliance with all contractual obligations, including adherence to project schedules, cost controls, and the delivery of specified project outcomes.
- Implement and manage the government's Quality Assurance (QA) Program, conducting thorough inspections and assessments to ensure that construction meets all regulatory and project-specific requirements.
- Evaluate and propose contract modifications as needed, prepare cost estimates for such modifications, and actively participate in negotiations, ensuring that any adjustments are reasonable and minimize impacts on the project schedule.
3. Facility Manager Experience:
- Act as the primary facility manager for existing and newly constructed facilities, developing comprehensive maintenance plans that ensure the longevity and operational efficiency of the infrastructure.
- Monitor facility performance, coordinating with maintenance and operations teams to implement preventive and corrective actions as necessary.
- Oversee the integration of new facilities into existing operational frameworks, ensuring seamless transitions and sustained performance.
- Provide expertise in the strategic planning and management of facility resources, optimizing the use of space, utilities, and other critical infrastructure components.
