Summary

This position is in the Human Resources Solutions (HRS), Federal Staffing Center, USA Staffing Program Office. In this role, you will be responsible for the USA Staffing Talent Acquisition System used by over 100 agencies to recruit, assess, select, and onboard Federal talent.

Duties

  • Shape the long-term vision for the USA Staffing program using awareness of innovations in human resources applications and technology
  • Oversee multiple Branch supervisors and set priorities for functional areas including product development and account management.
  • Evaluate the effectiveness of USA Staffing in meeting Administration and agency priorities through program reviews, program metrics and trends, customer satisfaction surveys, and site visits.
  • Increase adoption of USA Staffing features and promote reimbursable human resources products and services across government.
  • Monitor revenue and expenses to ensure program sustainability.

Qualifications

This is a temporary promotion opportunity and may be extended or made permanent without further competition.

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement- this information must be clearly supported in the resume. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

SPECIALIZED EXPERIENCE for the GS-15: You must have one full year (52 weeks) of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-14 grade level. Specialized experience for this position must include ALL of the following:

  1. Leading Human Resources Information Technology (HRIT) projects/programs to support the Talent Acquisition Human Capital Management function;
  2. Establishing program objectives and performance goals for subordinate staff;
  3. Managing Talent Acquisition shared service business activities using knowledge of internal and external policies, practices, and procedures; and
  4. Increasing user adoption of Federal HRIT Talent Acquisition platform features.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS 15 level.
