Summary

This position is located in the Human Resources Management Division (HRMD), Millennium Challenge Corporation (MCC).

Although the position is advertised equivalent to GS-12, MCC uses a pay banded system to compensate employees. This position is pay band 4B which is generally equal to GS-12.

Duties

  • Performs a variety of administrative activities involved with supporting MCC's staff presence overseas.
  • Provides technical advice and guidance on administrative, benefits, entitlements and logistical issues (i.e., NSDD-38 form, diplomatic titling, medical clearance, required training, shipment and storage of household effects/automobile, travel orders, leave, pay).
  • Conducts research to provide guidance in relation to overseas entitlements, such as post allowance, post differential, return rights, home leave, etc. as required. Reviews entitlements to identify discrepancies and ensures corrective action is taken.
  • Establishes and maintains liaison with staff of other U.S. government agencies and U. S. embassies, between MCC's managers and U.S. embassy-based human resources personnel.
  • Conducts site visits and creates timelines to initiate and manage the administrative requirements necessary for MCC's permanent in country presence.
  • Serves as the Contracting Officer's Representative (COR) or Project Manager (PM) on contracts and actions. Conducts market research and prepares background material to support the procurement process of various administrative goods and services.
  • Coordinates budgets, procurement, contract, purchasing and other operational and business needs for assigned programs.
  • Develops and maintains, tracking and reporting systems and budgets for assigned programs.
  • Performs related duties as assigned.

Qualifications

To qualify for Pay Band 4B applicants must meet the following:

Qualifying experience for Pay Band 4B includes one year of specialized experience (comparable to the Pay Band 4C or GS-11 or equivalent non-federal experience), which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, examples of specialized experience are: performing administrative activities involved with supporting and coordinating finance, budget, procurement, contract, purchasing and related operational and business needs; providing guidance on administrative, benefits, entitlements and logistical issues; developing and maintaining tracking and reporting systems and budgets; and serving as Contracting Officer's Representative (COR) or Project Manager (PM) on contracts and actions. Note: This experience MUST be well documented within your resume or application.

Time-in-Grade: Time-in-grade requirements apply. Applicants must have one year of Federal service equivalent to pay band 4C or GS-11 to be eligible for pay band 4B.

  • RECRUITMENT/RELOCATION BONUS may be authorized for this position. If you are not a current federal employee this position may authorize a one time Recruitment bonus to be paid over a specified period.
