Summary

This position serves as project manager for large and small projects for both San Juan Island National Historical Park and Ebey's Landing National Historic Reserve.

Duties

This is a TERM POSITION (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service.

The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.

Major Duties:

  • Serves as a Project Manager for San Juan Island National Historical Park & Ebey's Landing National Historical Reserve. Initiate, establish, guide, and manage design and construction projects and contracts at from inception through completion.
  • Serves as the central point of contact on all project management issues. Consults with park staff, external stakeholders, and park partners to determine project objectives, goals, alternatives, schedules, constraints and mitigations, milestones, cost estimates, deliverables, staffing needs (in house and contracted), task directives, reporting requirements, and standards for project quality.
  • Manages contracted services for studies, surveys, engineering, design, construction and inspection. Works closely with the Contracting Officer to develop scopes of work, requests for proposals, evaluations, negotiations and contract modifications. Serves as the Contracting Officer Representative, develops independent government estimates, and reviews deliverable and work before recommending payment.
  • Coordinates compliance and consultation requirements, conceptual, schematic and final design, and construction award and management. Monitor and guide projects to adhere to scope, schedule and budget while meeting quality standards by obtaining resources, as necessary, for successful accomplishments.

Area Information: San Juan Island National Historical Park (SAJH) is located on the second largest island in the San Juan Archipelago in Washington State. The park is comprised of two distinct units, American Camp (1,223 acres) and English Camp (915 acres) and contains 6 miles of publicly accessible shoreline. The park was established as a National Historical Landmark in 1961, and as a National Historical Park in 1966, to preserve the sites of the American and English Camps and to commemorate the historical events that occurred there. Today, SAJH provides significant historic cultural landscapes, and incorporates the pre-contact (i.e., pre-Euro-American) indigenous cultural landscape, stunning vistas, a variety of rare ecosystems including endangered species, and exciting recreational opportunities. The diverse natural resources and cultural significance of the park attract many visitors every year that enjoy and appreciate the park's stunning beauty. Ebey's Landing National Historical Reserve (EBLA), located on Whidbey Island and situated at the entrance of Puget Sound was established as the first national historical reserve in 1978 (Public Law 95-625, Section 508(a), 92 Stat. 3507) in order to protect, preserve, and interpret nationally significant historical resources that comprise a continuous record of exploration and American settlement in Puget Sound from the 19th century to the present day. Most of the land (approximately 85%) within EBLA is privately owned. The National Park Service (NPS) owns 413 acres and holds approximately 2,000 acres in NPS-held scenic easements. Together, the two units consult with eleven (11) traditionally associated Coast Salish Tribes including the Jamestown S'Klallam Tribe, Lummi Nation, Lower Elwha Tribal Community, Stillaguamish Tribe of Indians of Washington, Swinomish Indian Tribal Community, Port Gamble S'Klallam Tribe, Samish Indian Nation, Sauk-Suiattle Indian Tribe, Suquamish Tribal Council, Tulalip Tribes of Washington, and Upper Skagit Indian Tribe.

Conditions of Employment

  • U.S. Citizenship required.
  • Appointment subject to background investigation and favorable adjudication.
  • Meet Selective Service Registration Act requirement for males.

  • The incumbent must either currently possess, or will engage in training required to acquire and maintain, a Contracting Officer's Representative (COR) Level II certification within 180-days of start date.
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You may be required to complete training and operate a four-wheel drive vehicle.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You will be required to complete a one-year trial period.
  • You may be required to travel overnight away from home up to 4 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

All qualifications must be met by the closing date of this announcement-10/31/2024-unless otherwise stated in this vacancy announcement.

To meet the Minimum Qualifications for this Program Manager GS-0301-11 position, you must meet at least one of the requirements listed below:

Specialized Experience: Must possess at least one year of specialized experience, equivalent to the GS-09 level in the federal service, that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of a Program Manager GS-0301-11. Specialized experience includes the following activities: 1) determines project objectives, goals, work options and alternatives, timetables, appropriate schedules, constraints and mitigations, milestones, budget requirements, cost estimates, deliverables, task directives, reporting requirements, and standards for project quality; 2) manages contracted services for studies, surveys, engineering, design, construction and inspection; 3) develops scopes of work, requests for proposals, task directives and modifications; and 4) coordinates with compliance, design and construction professionals to execute the park's entire construction program.

Education: Successful completion of 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field directly related to the position. NOTE: you must submit a copy of your transcripts when qualifying based on this option. Failure to include transcripts will make you ineligible for this position.

Combination: Possess a combination of specialized experience as described in A above and education as described in B above which total at least one year. Only graduate education in excess of the amount required for the next lower grade level (in this case, 2 years of graduate study) may be used to qualify applicants for positions at the GS-11. For example, 6 months of specialized experience (50% of the specialized experience) and at least 45 semester hours of higher-level graduate education (50% of the education) would qualify an applicant for this position. NOTE: You must include your college transcripts to qualify under this option. Failure to include this documentation will make you ineligible for this position

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as in performing regular and periodic construction monitoring activities, field inspections, or to observe and study work operations in an industrial, storage, or comparable work area. Incumbent may carry light items such as books, instruments, and other similar materials. Depending on project assignment, the work may require periodic travel up to 5 business days.

Work Environment: The work is usually performed in an office setting. The work area involves everyday risks or discomforts requiring safety precautions typical of offices or meeting and training rooms. The incumbent may be required to travel to work sites which can involve occasional exposure to conditions in production facilities, laboratories, or construction sites requiring normal safety precautions.
The incumbent may be required to participate in safety training such as fall protection, respiratory mask fit testing, or confined space entry training, as required by individual projects, to allow safe and thorough assessment of existing facilities and/or new construction.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.
