Qualifications

To meet the Minimum Qualifications for this Program Manager GS-0301-11 position, you must meet at least one of the requirements listed below:
Specialized Experience: Must possess at least one year of specialized experience, equivalent to the GS-09 level in the federal service, that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of a Program Manager GS-0301-11. Specialized experience includes the following activities: 1) determines project objectives, goals, work options and alternatives, timetables, appropriate schedules, constraints and mitigations, milestones, budget requirements, cost estimates, deliverables, task directives, reporting requirements, and standards for project quality; 2) manages contracted services for studies, surveys, engineering, design, construction and inspection; 3) develops scopes of work, requests for proposals, task directives and modifications; and 4) coordinates with compliance, design and construction professionals to execute the park's entire construction program.

Education: Successful completion of 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field directly related to the position. NOTE: you must submit a copy of your transcripts when qualifying based on this option. Failure to include transcripts will make you ineligible for this position.

Combination: Possess a combination of specialized experience as described in A above and education as described in B above which total at least one year. Only graduate education in excess of the amount required for the next lower grade level (in this case, 2 years of graduate study) may be used to qualify applicants for positions at the GS-11. For example, 6 months of specialized experience (50% of the specialized experience) and at least 45 semester hours of higher-level graduate education (50% of the education) would qualify an applicant for this position. NOTE: You must include your college transcripts to qualify under this option. Failure to include this documentation will make you ineligible for this position
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Demands: The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as in performing regular and periodic construction monitoring activities, field inspections, or to observe and study work operations in an industrial, storage, or comparable work area. Incumbent may carry light items such as books, instruments, and other similar materials. Depending on project assignment, the work may require periodic travel up to 5 business days.
Work Environment: The work is usually performed in an office setting. The work area involves everyday risks or discomforts requiring safety precautions typical of offices or meeting and training rooms. The incumbent may be required to travel to work sites which can involve occasional exposure to conditions in production facilities, laboratories, or construction sites requiring normal safety precautions.
The incumbent may be required to participate in safety training such as fall protection, respiratory mask fit testing, or confined space entry training, as required by individual projects, to allow safe and thorough assessment of existing facilities and/or new construction.
Education
To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
