Duties
The position serves as a Project Manager in the Collections Division in the National Library Service for the Blind and Print Disabled (NLS) within the Library of Congress. The position reports directly to the Chief of the Collection Division and performs project management duties related to the planning, development, and delivery of Collection Division strategic goals, initiatives, and special projects.
The incumbent strategizes and coordinates implementation of projects and work relationships, preparing proposals, ensuring that operating objectives are met, monitoring budget and execution. Articulates and communicates to working groups assignments, projects, problems to be resolved, actionable events, milestones, and issues. Develops schedules to accomplish objectives considering priorities and resources of the organization. Provides assessment and evaluation, considering whether the Library and external organizations can support the proposed projects or activities.
Uses Project Management Life Cycle (PMLC) methodology including project integration; planning; communications, scope, time, risk and cost management; quality control, human resource management; procurement management; and, best practices. Creates Work Breakdown Structures (WBS), Gantt charts, and performance measurements. Manages work through all PMLC phases.
Develops and maintains project schedules and critical paths within project tasks affecting project milestones and goals. Conducts risk management and develops mitigation and contingency plans needed to keep projects on track. Works with others to plan, baseline, and update project plans to control costs and meet scheduled deadlines. Makes adjustments to accomplish the workload in accordance with established priorities. Schedules and conducts regular project team meetings; ensures team members are aware of and participate in project planning activities to achieve team goals and objectives. Prepares and delivers periodic progress reports. Regularly develops, updates, and contributes to individual and team performance metrics.
Participates in NLS strategic planning efforts. Supports major Collection Division strategic planning, policy, and process development efforts, including the development and preparation of PMLC workflow diagrams process write-ups, and templates. Develops samples for managerial use within the Collection Division organization. Conducts project process and deliverable quality reviews and audits. Provides project portfolio reporting and analysis, including preparation of reports, and review of project and portfolio performance metrics. Formulates project portfolio recommendations based on overall project and portfolio performance. Facilitates Collection Division Project Portfolio Review meetings. Provides project management-related communications to stakeholders. Ensures currency of project portfolio databases.
Collaborates with internal and external stakeholders, business analysts, subject matter experts, contractors, and others to identify and capture user requirements and expectations. Serves as senior project team member, guiding multi-disciplinary teams of government employees and contractors to synthesize, clarify, define, and document business requirements and processes. Evaluates requirements and processes, recommending solutions.
Monitors usage statistics, identifies trends and patterns, analyzes best value propositions, and recommends enhanced or new business solutions. Serves as the senior project team member, guiding analytical efforts on special projects to improve operating efficiency from business and technical perspectives. Develops reports, feasibility studies and briefings on specific NLS issues. Presents results and recommendations to senior management officials within the organization, the Library, and outside interests with the potential to be impacted by changes to organizational direction.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Additional information
Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
