Your application will be considered if you are a: • current GSA employee with the Public Building Service (PBS) in the Office of Program and Project Management (PX). • GSA surplus or displaced employees in the local commuting area who qualify for the Career Transition Assistance Program (CTAP) You must be serving on a career or career-conditional appointment, or under a noncompetitive Special Appointing Authority which provides for conversion to a permanent position in the Competitive Service.

• Exercises full responsibility for the administration and management of the entire project including the direction and control of project planning, programming, budgeting, site selection and acquisition, appraisal, design and construction, contract evaluation, technical contract administration, etc.
• Leads and facilitates the efforts and expertise of a wide range of disciplines. Disciplines include, but are not limited to building management, realty, engineering and architecture, construction, contracting, leasing, budget and finance, physical security, quality assurance, and business and government management.
• Identifies, manages, integrates and/or adapts resources to achieve project goals while effectively managing scope, schedule and budget for assigned projects.
• Prepares and/or assists the Contracting Officer and/or Contracting Officer Representative in preparing determinations and findings and solicitation documents. In conjunction with the Contracting Officer directs the preparation and issuance of necessary modifications to clarify questions concerning such topics as specification changes, language ambiguities or clarification of contract clauses.
• Negotiates and coordinates project plans, budget objectives and schedules with management of affected customer agencies to establish and/or manage customer expectations. Informs customer officials of project status and any requirements for additional agency initiated action.

The GS-13 salary range starts at $106,437 per year.   

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience: experience that demonstrates the ability to perform project management on large and highly complex commercial construction and/or large and complex commercial building repair and alteration projects. This experience must include: budget and resource forecasting; application of procurement practices and techniques; leading others as a senior member of a project team; conducting contract negotiations with high level business, industry and/or Government officials; as well as contract administration and closeout.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

1. Mastery of business management, concepts, principles, and practices sufficient to permit the incumbent to serve as the manager of designated major projects from the preliminary planning stage through the design, construction, equipment installation stages, check-out stage, occupancy and through the project closeout stage.
2. Ability to assess project requirements and develop recommendations that meet goals, as well as integrate the goals and objectives of various other stakeholders.
3. Expert ability to manage projects impacted by multiple competing priorities and requirements, and to successfully integrate these requirements to meet the goals and objectives outlined for development initiatives.
4. Knowledge of procurement principles and procedures, different contract types, contract monitoring and termination functions, and techniques to negotiate contract costs, prices, and terms to ensure successful project completion.
5. Ability to satisfy and support a diverse customer base by working effectively with customers, assessing their needs and satisfying their expectations within sound business practices.
