Duties
The individual selected for this position will perform the following:
Construction Project Scheduling, Oversight and/or Coordination
Coordinates and integrates the planning, programming, development, oversight, scheduling and overall management of resources for multi-phase projects.
Consults with project personnel to help ensure a progress schedule is maintained and takes remedial action to ensure the proper relationship between work efforts and schedule compliance.
Reviews resources estimates to ensure proper distribution of project resources.
Keeps abreast of changes and cost variations from design through construction and installation to ensure completion on time and within the designated budget.
Resolves difficult project control issues.
Performs additional data systems and analysis work.
Reviews cost loaded Critical Path Method (CPM) schedule updates for invoice amounts and ensures contract costs are precisely accounted for.
Maintains all construction updates in the Primavera database for archival purposes and forensic analysis.
Multi-phase Projects
Analyzes and defines the requirements of multi-phase projects.
Participates in the development of requirements with project managers, analyzes requirements and design criteria, reviews cost estimates, ensures validation of requirements and evaluates schedules and the feasibility of project accomplishment.
Determines specification practicability for complex or costly construction projects.
As a construction technical representative, performs construction management duties directed toward the development, procurement, fabrication, installation and acceptance of completed construction projects.
Technical Construction Schedule Advice and Guidance
Confers and consults with management and planning personnel in preparing requirements and criteria for the most complex or high value projects for construction or modification of facilities, systems, equipment or hardware.
Serves as a resource to project engineers to improve planning, design and construction, reduce contract changes, to help maintain production schedules and enhance future operations.
Determines critical project issues and recommends corrective actions.
Develops guides for contract provisions related to overall schedule reporting systems and other documents.
Acts as a primary contact with associate scheduling support firms retained by the AOC.
Contractor Oversight
Serves as senior construction representative, performing design and construction reviews and providing technical assistance and other engineering expertise in the construction of facilities, systems or equipment.
Plans and technically directs the efforts of an engineering support contractor engaged in performing surveillance of construction or installation work of other contractors.
Provides for and/or performs surveillance and inspections of contractors' on-site or off-site work for purposes of verifying conformance to approved schedules.
Serves as a Contracting Officer's Technical Representative (COTR), assisting project managers, guiding and evaluating contractor efforts and assessing technical progress in relation to the established schedule and resources allotted.
Ensures that the entire scope of the work is performed in accordance with the construction schedule and that all quality requirements placed on the construction/installation contractor are strictly enforced related to the construction schedule.
Performs a continuing audit of scheduling procedures, field operations, system verification tests and site activation to ensure that activities in assigned areas meet mission test support requirements.
Reviews completed work, evaluates quality and recommends acceptance or rejection of completed work to the Contracting Officer prior to any payment.
