Duties

You will serve as an advisor to the Commandant, Vice Commandant, Director of Governmental and Public Affairs, and other senior officials on strategic communications related to complex and highly visible agency programs.  

Being a Coast Guard (CG) civilian makes you a valuable member of the CG team. Typical work assignments include:

  • Developing and carrying out programs directed toward the CG enterprise using traditional and non-traditional media to enhance public understanding and support of CG missions, policies, and activities. 
  • Navigating both internal and external communication channels, engage with stakeholders, governmental bodies, and the public, and ensure a unified approach to crisis management across the CG enterprise. 
  • Developing new ideas, alternatives, and recommendations for public affairs.
  • Monitoring activities within the CG, DHS, other federal agencies, and the public that affect public affairs. 
  • Developing procedures and ensures administrative processes comply with CG directives, instructions, and policies regarding communications with leadership stakeholders assigned within the CG.
  • Planning, directing, and carrying out the directorate's activities, ensuring planning and execution adhere to current precepts of strategic communications, mass communications, crisis and disaster communications, risk communications, and integrated communications.

Qualifications

At the GS-15 level: Applicants must have at least one year of specialized experience equivalent to the GS-14 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience includes:

  • Establishing and maintaining effective working relationships with local, national, or foreign media representatives and community groups.
  • Developing written materials (i.e., drafting articles, news releases, speeches, etc) conveying complex and/or sensitive information for specialized audiences, the media, and the public.
  • Developing program recommendations from an analysis of public feedback through media or directly from the public, as well as from internal employee feedback. 

SELECTIVE PLACEMENT FACTOR: This position requires specialized experience in developing communication strategies, campaigns and narratives with knowledge of USCG policies, procedures, missions and operations including but not limited to the marine transportation system, domestic and international partner engagements, and future force preparedness. Examples include experience researching USCG policies and programs; developing USCG campaigns and stories with understanding of the breadth and scope of USCG missions; developing executive communications for USCG leadership; communicating about cultural and behavioral challenges in complex settings; and mastery of communicating orally and in writing in support of USCG priorities. 

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
