Duties

WHAT YOU'LL BE DOING DAY TO DAY

As a Public Health Advisor, you will use your knowledge of and experience to optimize business results and customer experience by:

  • Serving as a senior Public Health Advisor and providing consultative services to the most difficult programs or projects that have unusually demanding social, economic, cultural, governmental, and political conditions requiring the planning, development, and evaluation of matters of general precedent, extensive controversy, or wide coordination.
  • Being responsible for performance plans, developing, and working as recovery liaison to implement grants, contracts and public health programs in collaboration with local, state, other Federal and/or international governments and various public, non- profit, and private and health-related organizations.
  • Ensuring that projects and activities are meeting the needs of adults and youth with or at risk for the development of mental health and/or substance use disorder and the agency policies and procedures on recovery; monitoring assigned grants to assess their meeting the stated goals and objectives, statutory requirements and related regulations; ensuring expenditures are congruent with agency policies, statutes and regulations; serving as the contact point for all inquiries from Center staff and providing expertise on the grants' recovery related requirements.
  • Working to develop public health messages with subject matter experts and developing messages into appropriate end-products for communicating mental illness and/or substance use disorders recovery, or public health information to target audiences.
  • Researching and analyzing the best practices of mental health and/or substance use disorder recovery that are caused by controversial, complex, and often conflicting factors.
** Duties as shown are at the full performance level (FPL) of the GS-13. Duties will be developmental in nature when filled below the FPL.

WHAT WE ARE LOOKING FOR

Basic Qualifications:
For GS-11: Successful completion of a bachelor's degree or higher in public health or other field of study with course work directly related to the work of the position in an accredited U.S. education program. (For information on Foreign Education, please see the 'Education' section of the full vacancy announcement for more details.) Transcripts must be provided.

For GS-11, GS-12 & GS-13:Must have experience that provided:
  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of a specialized public health program.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  • Skill in oral and written communication, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

For GS-11:
Specialized Experience:
In addition to the basic qualification requirement above, you must have one-year specialized experience equivalent to at least the GS-09 grade level in the Federal service performing ALL of the following:
  1. Providing program consultation, guidance and/or assistance for public health programs with an emphasis on mental health, substance use, or recovery.
  2. Working in a behavioral health recovery area (e.g. mental health, substance use, or recovery).
-OR-
Education: Successful completion of at least three (3) full years (54 semester/81 quarter credits) of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, or LL.M., if related in an accredited U.S. education program. Specialized Experience: In addition to the basic qualification requirement above, you must have one-year specialized experience equivalent to at least the GS-11 grade level in the Federal service performing at least three (3) of the following:
  1. Providing program consultation, coordination and/or guidance for public health programs with an emphasis on mental health, substance use, or recovery.
  2. Developing training systems for health practitioners, researchers, and/or other professionals.
  3. Working in a behavioral health recovery area (e.g. mental health, substance use, or recovery).
  4. Collecting or utilizing program and policy analyses to ensure successful performance and/or outcomes of programs.
For GS-13:
Specialized Experience: In addition to the basic qualification requirement above, you must have one-year specialized experience equivalent to at least the GS-12 grade level in the Federal service performing at least four (4) of the following:
  1. Providing program consultation, coordination and/or guidance for public health programs with an emphasis on mental health, substance use, or recovery.
  2. Developing and training systems for health practitioners, researchers, and/or other professionals.
  3. Working in a behavioral health recovery area (e.g. mental health, substance use, or recovery).
  4. Collecting or utilizing program and policy analyses to ensure successful performance and/or outcomes of programs.
  5. Managing or participating in government grants or projects.
** There is no substitution of education for experience at the GS-12 & GS-13 grade levels of this announcement.
