Summary
As a Public Utilities Specialist (Pre-Scheduling), you will have principal responsibility for daily pre-schedule coordination and energy transaction scheduling, tagging and contract execution associated with the Colorado River Storage Project (CRSP) and Loveland Area Project (LAP) hydroelectric generation resources and other third parties.
**This is not a remote position. The selectee will be required to be physically present at Montrose, CO duty location.*

Duties
As a Public Utilities Specialist (Pre-Scheduling) you will:
- Be responsible for pre-scheduling hydroelectric generation facilities to maximize power generation patterns while supporting regulation and reserve requirements, balancing reservoir elevations, and meeting changing water release constraints.
- Develop detailed daily resource utilization plans based on anticipated firm loads, hydro-release criteria, market conditions, and purchase and/or sales requirements.
- Close coordination with Office Resource Managers, real-time marketers, control area dispatch personnel, and Bureau of Reclamation water schedulers is necessary.
- Coordinate marketing activities between CRSP and Pick Sloan projects, and other resource and load integration and coordination arrangements with various CRSP - Energy Management and Marketing Office (EMMO) customers. These joint programs and energy marketing activities are done by CRSP-EMMO for CRSP and Loveland Area Projects include coordinating power marketing, power scheduling, contractual, resource and transaction coordination, as well as inter-utility interchange and energy accounting that are particularly extensive, dynamic, and complex, and which require very close coordination, control, and review.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: Applicants must possess one full year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
To qualify for the GS-09:
Applicants must have one year (52 weeks) of specialized experience at the GS-07 grade level or equivalent pay band. This experience must include one of the following:
- Marketing of power, balancing loads and resources, scheduling of generation and interchange energy, and energy accounting reporting relative to power contracts; OR
- At least one of the following:
- Energy accounting
- Balance loads to resources
- Day ahead or monthly physical electrical energy trading
- Settlement function
OR
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree o r LL.B. or J.D., if related.
OR
Combination of specialized experience and progressively higher level graduate education that together meet the requirements for this position.
To qualify for the GS-11:
Applicants must have one year (52 weeks) of specialized experience at the GS-09 grade level or equivalent pay band. This experience must include one of the following:
- Marketing of power, balancing loads and resources, scheduling of generation and interchange energy, and energy accounting reporting relative to power contracts; OR
- At least one of the following:
- Energy Accounting
- Physical real-time electrical energy trading
- Marketing in order to balance loads to resources
- Day ahead or monthly physical electrical energy trading.
OR
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
Combination of specialized experience and progressively higher level graduate education that together meet the requirements for this position.
To qualify for the GS-12:
Applicants must have one year (52 weeks) of specialized experience at the GS-11 grade level or equivalent pay band. This experience must include one of the following:
- Marketing of power, balancing loads and resources, scheduling of generation and interchange energy, and energy accounting reporting relative to power contracts; OR
- At least one of the following:
- Physical real-time electrical energy trading
- Marketing in order to balance loads to resources
- Day ahead or monthly physical electrical energy trading.
