Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a RECORDS & INFO MANAGEMENT SPECIALIST (KNOWLEDGE MANAGEMENT), Position Description Number D2531000 & D2532000 and is part of the DE 166 Communication Flight, National Guard.

Duties

GS-0308-09: 1. Performs developmental assignments of moderately difficult and complex nature consisting of well-precedented tasks designed to orient the employee in the application of knowledge management programs and activities. Assignments are combined with training to develop analytical skills and techniques used to resolve issues or problems of a procedural or factual nature. Individual projects can be performed utilizing established, commonly applied methods. Work includes various duties involving different and unrelated tasks. Independently plans and carries out successive steps and handles problems and deviations in work assignments in accordance with instructions, policies, previous training, or accepted practices. Decisions are made based on subject analysis, phase, or issues involved for each assignment, and may be selected from multiple alternatives. Incumbent uses judgment in interpreting and adapting guidelines, such as agency policies, regulations, precedents, and work directions for application to specific cases or issues. Incumbent analyzes results and recommends changes. Completed work is evaluated for technical soundness, appropriateness, and conformity to policy and requirements. Supervisor or a higher-graded specialist assists in problem solving when necessary.

2. Performs recurring assignments. Independently performs work assignments which gradually increase in difficulty and complexity. Incumbent determines the practices and procedures used in accomplishing conventional tasks and interprets and adapts guidelines in order to resolve procedural or factual issues. Recommends solutions on course of action for problems not covered by instructions, policies, or accepted practices of the occupation. Work consists of different and unrelated processes and methods requiring the incumbent to recognize conditions and elements that must be identified and analyzed to discern interrelationships. Searches technical literature, reports, and other reference material to locate information requested by senior personnel.

GS-0308-11: 1. Works with non-homogenous work centers throughout the wing to integrate planning, development and implementation of knowledge programs and systems. Applies enterprise processes and technologies to capture, store, organize, share, and control tacit and explicit knowledge. Implements Continuous Process Improvement techniques to improve mission and business processes. Uses various software to enhance access to relevant cross-functional information. Provides training to managers and end-users regarding knowledge management principles, costs and benefits. Administers Enterprise Information Systems (EIS) to facilitate knowledge management and collaboration by developing, designing and maintaining websites. Provides EIS web management and administrative support. Ensures all site content adheres to applicable policies and standards. Provides training, consultation and instruction to end-users on database and file management techniques.

2. Provides guidance to Wing leadership moving the organization towards the implementation of effective knowledge management practices. Promotes Wing's use of knowledge management and information sharing practices. Possess a thorough understanding of Air organizations, missions and procedures, and recommends appropriate technologies to support current policies and practices and advise on opportunities presented by emerging technologies. Facilitate a clear understanding of the needs and requirements of information required by the end-users. Promotes knowledge sharing between information owners and users through the organization's operational processes and systems. Facilitates collaboration for the Wing, tenants and GSUs through use of the latest technologies. Designs, builds, implements and maintains knowledge initiatives and provides a framework to ensure the harnessing of explicit knowledge. Develops integrative dashboards of data to enable informed decision making. Analyzes, evaluates, advises and improves work methods and procedures through information management automation. Bestows technical expertise and conducts training on system operation, hardware, and web management. Provides software support.

3. Manages overall processes for organizations to plan, coordinate, share and control information. Possess knowledge of the organization's core business/mission processes and procedures. Identifies and assists in establishing roles and responsibilities for supporting a knowledge management environment; builds knowledge working groups/teams. Migrates content to support and promote knowledge management. Supports and maintains the continuous development of new communities of practice through the analysis of current and projected work methods. Determines how knowledge will be structured, shared, controlled and accessible for the various needs of the organization.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • Must have or be able to obtain a 'Secret' security clearance.
  • Must meet the definition of specialized experience by the close of the announcement.
