Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a RECORDS & INFO MANAGEMENT SPECIALIST (KNOWLEDGE MANAGEMENT) (Title 5), Position Description Number T5550000/T5551000 and is part of the OK 137th Special Operations Wing, Oklahoma Air National Guard.

Duties

GS-09: This position is located in the Communications and Information Operations Branch of the Base Communications Unit, Mission Support Group, of an ANG Wing. The purpose of this position is to: As an advanced trainee, the incumbent assists higher-graded personnel specialists in the performance of their assignments. This is a developmental position leading to the full performance position description T5551000. All training must be completed, and regulatory requirements met prior to non-competitive promotion.

Will act as the Wing PII manager, FOIA manager, and the Electronic Files of Record manager. Will be responsible for the routing and publications of operating instructions and official documentation as required by the Wing. Will be charged with the implementation and maintenance of legal electronic and physical records. Manage the process for coordination, management and control of information. Identify and analyze data. Develop, plan and integrate base communications systems. Assist and educate users on authoritative data sources, data services and presentation tools. Evaluate contracts, contingency and exercise plans to determine impact on manpower, equipment and systems

Performs developmental assignments of moderately difficult and complex nature consisting of well-precedented tasks designed to orient the employee in the application of knowledge management programs and activities. Assignments are combined with training to develop analytical skills and techniques used to resolve issues or problems of a procedural or factual nature. Individual projects can be performed utilizing established, commonly applied methods. Work includes various duties involving different and unrelated tasks. Independently plans and carries out successive steps and handles problems and deviations in work assignments in accordance with instructions, policies, previous training, or accepted practices. Decisions are made based on subject analysis, phase, or issues involved for each assignment, and may be selected from multiple alternatives.

Performs recurring assignments. Independently performs work assignments which gradually increase in difficulty and complexity. Incumbent determines the practices and procedures used in accomplishing conventional tasks and interprets and adapts guidelines in order to resolve procedural or factual issues. Recommends solutions on course of action for problems not covered by instructions, policies, or accepted practices of the occupation.

GS-11:

This position is located in the Communications and Information Operations Branch of the Base Communications Unit, Mission Support Group, of an ANG Wing. The primary purpose of this position is to implement and administer the Knowledge Management Program within the Wing tenants and Geographically Separated Units (GSUs), if assigned, network and manual operating environments. This includes the management, organization, direction, control, and customer education of all actions associated with the collection, creation, use, and dissemination of official information, and related records to include Wing, tenants and GSUs if assigned.

Works with non-homogenous work centers throughout the wing to integrate planning, development and implementation of knowledge programs and systems. Applies enterprise processes and technologies to capture, store, organize, share, and control tacit and explicit knowledge. Implements Continuous Process Improvement techniques to improve mission and business processes. Uses various software to enhance access to relevant cross-functional information. Provides training to managers and end-users regarding knowledge management principles, costs and benefits.

  • Conducts travel to and from offsite worksite(s) from the normal work area to perform assigned duties.
  • Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Individual must possess a secret clearance and may be required to obtain a top secret clearance with eligibility to access sensitive compartmented information (TS-SCI).
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by TAG.
  • This may include Operating Locations (OL) and/or Geographically Separated Units (GSU). Due to distances involved, travel may involve one or more overnight stays.
  • 8570 Requirement: Must have minimum Sec + or obtain within 6 months of employment

Qualifications

SPECIALIZED EXPERIENCE (GS-09): Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, you must have 1-year specialized experience that is equivalent to at least the next lower grade level (GS-07) in the normal line of progression for the occupation in the organization OR do you possess a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related

Knowledge of the principles, concepts, and theories of Knowledge Management, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments.

Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from several possible alternatives.

Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.

Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments.

Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in an appropriate manner with peers and management.

Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field.

SPECIALIZED EXPERIENCE (GS-11): Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
