INTRODUCTION:

This position is located in the Family Programs and Resources (FPR) Unit, Resources Program, Personal and Professional Development (P&PD) Branch, Marine Corps Community Services (MCCS) Division, Marine Corps Installations Pacific-MCB Camp Butler, Okinawa, Japan.  The incumbent reports to the Supervisory Resources Specialist and is assigned to a designated Resources Program facility located at Camps Kinser, Foster, Schwab, and Hansen.  The Resources Program provides services and support that enrich the lives of active duty Navy and Marine Corps personnel, retired military personnel, Department of Defense civilians, their families and survivors.

The primary purpose of the position is to serve as a Resources Technician in charge of the assigned camp Resources Program facility as the safety manager; and administration of the various Resources programs and information, referral, and relocation services to include:  Loan Locker, Welcome Aboard Packages, Plan My Move/MilitaryINSTALLATIONS websites, Transition Readiness Program, Family Member Employment Assistance Program, Information and Referral with Relocation Services, Retired Activities Office, Cultural Awareness and Adaptation, and Personal Financial Management (PFM) programs.

MAJOR DUTIES AND RESPONSIBLITIES:

Serves as Resources Technician for the assigned facility and provides an initial point of contact and immediate source of information and referral on all Resources programs (listed above) to customers and clientele base for the respective camp.  The incumbent is responsible for the daily, weekly, and monthly safety inspections for the facility including all programs embedded within.  The Resources Technician will conduct site inspections to include the following:  updating the facility safety standard operating procedures and safety boards; updating, labeling, and monitoring the safety data sheets and cleaning agents within the facility; coordinating and conducting safety inspections with the tenants in the building and the Marine Corps fire department; conducting monthly safety checks for all fire extinguishers, automated external defibrillator machines, job hazard analysis, and safety messages to the P&PD Resources team.  The incumbent is required to complete fire warden safety training, Occupational Safety and Health Administration training, and first aid and cardiopulmonary resuscitation (CPR) training for infants, children, and adults within the first 6 months of hire.

Manages the P&PD Resources Loan Locker program for the assigned camp and complies with all loan locker procedures.  Maintains an up-to-date standard operating procedures for the loan locker to include maintaining the loan locker inventories.  Reviews usage data/inventories to ensure necessary material on hand to meet customers¿ needs and orders all loan locker supplies (e.g., kitchenware, baby strollers, car seats).  Monitors safety advisories and product recalls on loan locker items.  The incumbent will receive all loan locker request forms, log all patrons and their selected items, conduct monthly phone calls for delayed return/extended items, and provide the statistical data in monthly reports to the Supervisory Resources Specialist.

Assist in updating the registration system for Newcomer¿s Orientation and Welcome Aboard brief, Sponsorship training, and Smooth Move workshop.  The Resources Technician will monitor virtual classroom flow, ensure all aspects of the system are working smoothly, pull daily reports, and update the completed roster.  The incumbent will need an intermediate skill in Microsoft Excel.

Provides information, referral, and resources for services and programs on external agencies involved in support to military community, but not directly administered through the Resources Program.  These programs include, but are not limited to:  Women, Infants and Children (Overseas); Navy and Marine Corps Relief Society; American Red Cross; Children, Youth and Teen Programs; Marine Corps Family Team Building; and local cultural events/tours.

Maintains a camp specific database of available resources and contributes inputs and updates to the Resources Program database of support services available locally and worldwide.

BASIC REQUIREMENTS:

  1. Must be at least 18 years old AND have graduated from high school or been awarded a certificate equivalent to graduating from high school; 
    (Valid documentation will be required upon hire.)
  2. A minimum of 1 year experience and knowledge in responsible clerical support work, such as managing files and records, preparing documents and correspondence, receiving visitors or telephone calls, etc.
  3. A minimum of 2 years experience in a position providing direct customer service involving determining customers¿ needs and providing support and services to meet those needs.  Must be able to work independently.
  4. Must be able and willing to complete the Alliance of Information and Referral Systems Certification Program after 1 year of hire.  Must be able to complete the fire warden safety, CPR, and Supervisor Safety trainings within the first 6 months of hire.
  5. Must possess a valid driver license authorized for travel in Okinawa, Japan, and have the ability to travel to all Marine Corps camps.

QUALIFICATION REQUIREMENTS:

  1. Knowledge of the military lifestyle to include service/unit organization and rank structure and military, family, and personal support services available.
  2. Skills in oral and written communication to include using a variety of computer-based software, interacting with diverse groups and using interviewing and listening skills to assess needs of customers, analyze situation/data, and provide detailed and well-thought-out recommendations and plans of action.
  3. Ability to exercise initiative in analyzing data, resolving problems, rendering decisions and logical conclusions/recommendations, and carrying out revisions to plans.
  4. Working knowledge in Microsoft Office program to include Word, Excel, Access, and PowerPoint.
