Duties
The incumbent is responsible for supervising, scheduling, and directing the Reader Registration team. Under the guidance of the Head, Access Services, and in cooperation with other Division managers and supervisors, the incumbent shares overall responsibility for administering, planning, implementing, and evaluating programs and activities which deal directly with the provision of high-quality service to the various users of the Library's general and other collections as assigned, and protecting the integrity of the collections, especially through effective management of reader registration accounts.
Directs staff in providing services based on an excellent knowledge of constituent service issues, an understanding of automation and the various databases employed in establishing and managing accounts and an understanding of the depth and variety of the collections. Ensures that staff members are thoroughly trained in Library and Division practices and policies to ensure collections security and recommends changes in procedures, workflows, and tools. Regularly explains technical information to individuals or groups.
Performs administrative and human resource management functions pertaining to the staff supervised. Establishes guidelines, performance expectations for staff, and clearly communicates these guidelines and expectations through the formal employee performance management system. Observes workers' performance and demonstrates and conducts work performance critiques. Resolves informal complaints and grievances. Provides advice and counsel to staff, Prepares work improvement plans, recommending necessary personnel actions. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Ensures subordinates are trained and fully comply with safety regulations.

Responsible for planning, coordinating and directing the reader registration activities of the Division. Participates in the formulation of, and carries out, policies in such areas as eligibility and issuance of user accounts, development and maintenance of the online databases used to establish, track, and manage accounts, and liaison activities with OCIO, CDMS, VEO, commercial vendors, and other Library units. Acts as liaison between congressional staff and the Library.
Provides assistance to readers on the use of the Library's resources. Directs orientation of new readers by providing information about reader registration procedures, physical layout and directions to other Library locations.
Determines the extent and range of special projects to be performed for improving reader registration processes and procedures. Develops estimates for improvement in reader registration and overall constituent services.
Evaluates, selects, and adapts procedures to meet specialized information requirements.
Applies the standard practices of other fields and disciplines as they relate to reader registration. Evaluates and prioritizes work. Assesses new or unusual circumstances and develops variations in approach and/or solutions for incomplete or conflicting information. Identifies, examines, and evaluates major publications and trends in the reader registration specializations.
May initiate, assist with, or be responsible for organizing reports and studies. Prepares reports, analyses, and other documents related to information and project efforts. Works on special projects, analyzes specialized or technical information from a wide variety of sources. Plans and oversees the collection of information and preparation of reports required for reporting necessary statistics and for budget allocation and monitoring.
Serves on various Library committees and task forces dealing with new technologies and policy development effecting reader registration. Serves on committees and other groups involving the investigation of new technologies and their possible application to library programs.
Provides technical direction in supporting studies of reader registration practices and procedures. Researches and resolves difficult technical questions.
Keeps abreast of developments in the fields of reader registration, library science, and management and administration.
Performs other duties as assigned.
