Summary

As a Realty Specialist, you will perform various financial, data management and related functions on a wide range of large scale, highly visible, complex realty, and related transactions.

Public Buildings Service (PBS) located in Kansas City, MO, Atlanta, GA or Fort Worth Texas.

The Leasing Division is responsible to advocate for the real estate community to improve processes, communication and results.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Announcement has been extended to 5/20/2024 due to planned USAjobs outage 5/10 - 5/12.

The duties for this position include but are not limited to:

  • Leads initiatives and projects on lease contract administration including conducting complex financial reviews to ensure internal financial and data accuracy.
  • Serves as the project lead and technical expert on LCA special projects and policy providing support to stakeholders in executing and analyzing the terms and conditions of the overtime utilities clause of the lease contract file.
  • Responsible for data integrity of inventory systems ensuring compliance with national data governance strategy, policies and procedures.
  • Identifies practices and procedures that require new or revised policies and procedures, developing comprehensive recommendations to leadership.
  • Identifies risks associated in Lease Contract Administration working closely with regional and national legal counsel to mitigate risk. Identify areas to improve.
  • Provides authoritative advice and guidance regarding laws, policies, regulations and operating guidelines.
  • Provides authoritative advice and guidance and support the dispute resolution process for real estate tax issues.
  • Communicates with stakeholders regarding complex matters which influence real estate policy development which influence policy development.
  • Serves as a senior expert and Lead trainer involving lease financial analysis, process improvement and design and data analysis and management.
  • Manages and facilitates the technical, procedural and measurable aspects of lease contract administration. Facilitates the reporting of lease contract administration progress as well as the review process of financial and billing source documents.
  • Collaborates with the Lease Contracting Administration Supervisor to ensure the effective execution of the Lease Contract Administration program. Responsible for the maintenance and accuracy of the tools, workload trackers and data dashboards.

The GS-13 salary range in Kansas City, MO starts at $105,029 per year.

The GS-13 salary range in Atlanta, GA starts at $109,278 per year.

The GS-13 salary range in Fort Worth, TX starts at $112,341 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience: providing technical advice and guidance on complex realty transactions including ownership issues, Operating Cost and Tax Escalations as well as other realty activities; analyzing and evaluating realty contracting issues and making recommendations and providing input for the development of contracting policies and procedures for a realty program; planning, coordinating, and managing complex lease administration actions and assisting in the development of lease language for lease acquisition projects.

Quality Ranking Factors (QRFs): QRFs are knowledge, skills, and abilities (KSAs) that could be expected to significantly enhance performance in a position, but are not essential for satisfactory performance. Applicants who possess such KSA's may be ranked above those who do not, but no one may be rated ineligible solely for failure to possess such KSA's. The Quality Ranking Factor for this position is the ability to acquire and maintain a warrant, which includes formal training, experience (on the job training) and a minimum of 24 semester hours (or equivalent) of business college coursework or a bachelor’s degree.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Ability to acquire and maintain an administrative leasing warrant as well as complete all requirements for the appropriate GSA Leasing Certification Program which includes formal training, experience and completion of either a bachelor's degree or completion of at least 24 semester hours of business course work.
  • Expert knowledge of real estate principles, concepts and practices as well as a good understanding of the real estate market is required to acquire space, manage space, dispose of space and provide authoritative advice and guidance to internal and external stakeholders.
  • Expert skill in understanding, interpreting and utilizing Acquisition Regulations to review and analyze a wide range of leases and realty transactions, to make technical assessments impacting program performance and to plan and manage complex lease management projects.
  • Expert knowledge of contracting rules, regulations and procedures relating to the acquisition of goods and services, including construction of new buildings, leasehold agreements, sites and/or out-leases. This knowledge is also utilized to obtain and exercise leasing certification warrant authority at the assigned warrant level of the zone and to provide clear, expert interpretations and assessments.
  • Expert knowledge of acquisition rules, regulations and procedures in order to serve as a Contracting Officer’s Representative (COR).
  • Skill in gathering, evaluating and formatting data in connection with the compilation of statistical information and the preparation of recurring reports for the assessment and improvement of overall program effectiveness and efficiency.
