Duties

  • Responsible for processing land and realty cases including rights-of-ways, communication sites, land acquisition and disposal, Recreation and Public Purposes (RPP) actions, exchanges, permits, leases, withdrawals and trespass.
  • Communicates with other Bureau specialists, industry and other governmental representatives.
  • Data gathering, environmental analysis, developing legal land descriptions, applying technical expertise, laws, regulation and policy to make defensible recommendations to the Authorized Officer.
  • Calculating and determining realty and lands case processing costs, rental, monitoring fees and bonds. These responsibilities require the use of databases and computer systems.
  • Monitoring compliance with Grant terms and conditions, laws, regulation and policy. Requires on-site inspections and the ability to operate a 4-wheel drive vehicle to access them and to read maps and orient oneself in the field.
  • Participates in or leads interdisciplinary team projects proposed on public lands to develop environmental documents evaluating the impacts of surface disturbance associated with lands and realty actions.

  • If selected for this position, you will be required to annually complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty.

FOR GS-05: You must possess three (3) full years of general experience, one (1) full year of which was equivalent to the GS-4 level that is equivalent in difficulty and complexity as indicated by the following examples:
  1. Have education or elementary knowledge of lands and realty principles; the Federal Land Policy and Management Act; National Environmental Policy Act; and Title 43 Code of Federal Regulations.
  2. Ability to research, collect, interpret, and apply laws, regulations, and policies.

FOR GS-07: You must possess one (1) full year of specialized experience at or equivalent to the GS-6 level that is equivalent in difficulty and complexity as indicated by the following examples:
  1. Have education or general knowledge of lands and realty principles; the Federal Land Policy and Management Act; National Environmental Policy Act; and Title 43 Code of Federal Regulations.

FOR GS-09: You must possess one (1) full year of specialized experience at or equivalent to the GS-7 level that is equivalent in difficulty and complexity as indicated by the following examples:
  1. General knowledge of lands and realty practices; the Federal Land Policy and Management Act; National Environmental Policy Act; and Title 43 Code of Federal Regulations.
  2. Ability to effectively interpret and apply laws, regulations, and policies for routine transactions.
  3. Understand the impact of construction on the environment and other resource activities.
  4. Read and interpret maps, aerial photos, and master title plats.
  5. Use automated records systems.
  6. Operate a 4WD vehicle in the field on unimproved roads.
-OR- Education: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

-OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Physical Demands: The work is split between sedentary and physical. Because the employee may lead or often conduct on-site examinations, there is some walking, standing, bending, and requiring normal physical exertion. Onsite visits require physical ability to traverse remote rough country by cross country vehicle or by foot, sometimes in extreme climatic conditions to conduct field inspections. The field duties of this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas.

Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions. The work environment varies from an office setting to working outside in isolated areas under adverse weather conditions. The employee usually works alone while in the field. Temperatures in the field vary from minus 10 degrees Fahrenheit to 105 degrees Fahrenheit. Work in the office will generally be at a desk. The employee will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.

In the evaluation process, due weight will be given to job related experience, education, training, incentive awards and performance appraisals.
