Summary

As a Realty Specialist, you will serve as a senior consultant to management officials in areas including financial analysis, data analysis, and business analysis.  

Location: Public Buildings Service, Leasing Division in Region 6. 

Location to be determined at selection.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

  • Serves as a Project Manager for highly complex projects working with an interdisciplinary team from development through delivery.
  • Prepares, maintains and ensures the accuracy of acquisition plans and strategies, milestone charts and schedules to include legal documentation, realty transactions and key business documents.
  • Provide expert guidance to ensure compliance with regulatory requirements, policy, developing best practices, providing training and ensuring stakeholders are informed throughout all phases.
  • Plans and contracts for major acquisitions involving varying issues and concerns in sensitive or unpredictable situations, ensuring the terms and conditions are acceptable within private industry and comply with federal laws, regulations and statutes.
  • Acquire real property and/or manage federally owned, leased or delegated space utilizing complex real estate work.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 4 investigation level).

The GS-13 salary range starts at $103,409 per year and varies by location.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is managing a wide range of large scale, complex, and/or high visibility real estate transactions for commercial office space by researching, interpreting, and applying knowledge of real estate laws, regulations, and practices. This experience must include performing the following:

  • Lease acquisition including negotiating, preparing and executing real estate contracts
  • Conducting market surveys and real estate site inspections
  • Performing real estate project management using project management tools to manage projects from inception to closeout
  • Conducting cost analyses for real estate transactions 
  • Monitoring lease transactions and documents for procurement and financial accuracy
  • Analyzing and providing technical advice and direction in the development and implementation of real estate policy

Quality Ranking Factors (QRFs): QRFs are knowledge, skills, and abilities (KSAs) that could be expected to significantly enhance performance in a position, but are not essential for satisfactory performance. Applicants who possess such KSA's may be ranked above those who do not, but no one may be rated ineligible solely for failure to possess such KSA’s. The Quality Ranking Factor for this position is the ability to acquire and maintain a warrant, which includes formal training, experience (on the job training) and a minimum of 24 semester hours (or equivalent) of business college coursework or a bachelor’s degree.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Ability to acquire and maintain a leasing warrant as well as complete all requirements for the appropriate GSA Leasing Certification Program which includes formal training, experience and completion of either a bachelor's degree or completion of at least 24 semester hours (or equivalent) of business coursework.
  • Mastery of Federal real estate principles, techniques, laws, rules, and regulations to provide sound and authoritative technical guidance and interpretation on all issues related to the real estate program; to analyze and resolve conflicts in policies, rules, and regulations when controversial issues are involved; and to provide compliance review.
  • Expert analytical skills, including expertise in applying a wide range of qualitative and quantitative techniques, to provide expert and authoritative guidance to solve complex and controversial issues, related to the real estate acquisition and space management program.
  • Skill in communicating effectively in writing and orally to plan and implement strategies to develop comprehensive business documents for realty projects.
  • Knowledge of customer relationship management tools, initiatives and evolving software tools to aid in varied business assessments and customer needs management.
  • Expert skills and mastery of cost and price analysis to forecast costs, evaluate prices and to determine complicated strategies for projects involving greater financial risk to the government
