Job Description (Please follow all instructions carefully)

Summary

This supervisory career-ladder GS-0503-06/07 Recreation Fee Technician position will be located at Kolob Canyons in New Harmony, Utah. The Kolob Canyons district of Zion National Park is located approximately 40 miles northwest of Zion Canyon (the main park).

Duties

  • Serve as a front-line, uniformed representative of the NPS, answering visitor questions and explaining the area's recreational opportunities, including NPS interpretive services, concession operated facilities and services, campground availability, hiking trails, etc.
  • Perform assignments in accordance with all NPS and U.S. Treasury regulations governing the handling of government funds.
  • Operate an electronic cash register, computer, or Point of Sale (POS) system to conduct financial transactions; perform opening and closing functions; issue entrance receipts, tour tickets, permits, etc.
  • Supervise the work of subordinate staff. Manage performance through prescribed performance appraisal system. Create pay period schedules for subordinate fee staff. Make daily adjustments as necessary to meet operational needs.
  • Manage visitor center supply inventory including office supplies, accountable stock such as National Park Passes, and park publications.
  • Serve as a technical authority for the resolution of especially difficult or sensitive problems associated with the collection, remittance, and deposit of fee revenue and donations.
  • Duties will be developmental in nature when filled below the full performance level.
Physical Demands: This position requires standing for long periods of time, as well as walking, bending, lifting of moderately heavy items. Mental stress and physical fatigue occur due to the high volume of personal contacts and the responsibility of dealing with large amounts of money. If applicable, extreme physical exertion may be required while performing search and rescue, wildland firefighting, and other emergency response duties.

Working Conditions: This position typically works at an entrance station, campground office, fee office, remit office, visitor center, and/or visitor contact station. Work may frequently be performed in small, outdoor structures with open windows which results in exposure to extremes of temperature, rain, snow, wind, and direct sunlight. Park areas may be geographically located in areas of high elevation, rugged terrain, or dense populations. High levels of vehicle noise and emissions may exist during heavy visitation periods. Duties may be performed alone and/or in isolated locations.

  • DIRECT DEPOSIT: Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • DRIVER'S LICENSE: You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • UNIFORM: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • WORK SCHEDULE: You may be required to work evenings, weekends, holidays, overtime, and shift work.
  • PROBATIONARY PERIOD: If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.

Qualifications

All qualifications must be met by the closing date of this announcement-07/01/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly: (1) indicate the nature of the duties and responsibilities for each position, (2) starting and ending dates of employment (month/year), and (3) the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-06 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

SPECIALIZED EXPERIENCE: At least one full year (52 weeks) of Specialized Experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). You must include hours per week worked for each position held.
Examples of Specialized Experience include:
  • Performing fee collection, accounting, or financial duties to include operating a point-of-sale system;
  • Using an automated financial system to perform accounting and/or financial transactions;
  • Ensuring accountability of funds and accurate financial record; and/or
  • Resolving software issues that arise in the remittance and/or fee collection process.

EDUCATION: Successful completion of at least one full year of graduate-level study (18 semester hours or equivalent) that DIRECTLY applies to the work of the position in a field such as accounting, business, or finance. The education must have been obtained in an accredited college or university. You must include a copy of your transcripts with your application.

COMBINATION: Successful completion of a combination of education and experience as described above. For example, 6 months of the specialized experience described in A above (50% of the experience requirement), and 12 semester hours of graduate study from an accredited institution (75% of the qualifying education) as specified in B above, equals greater than 100% of the total requirement. You must include a copy of your transcripts with your application (your transcripts must show number of credit hours in order to qualify based on the combination option).

To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

SPECIALIZED EXPERIENCE: At least one full year (52 weeks) of Specialized Experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors).
Examples of Specialized Experience include:
  • Performing fee collection, accounting, or financial duties to include operating a point-of-sale system;
  • Performing recurring or standardized accounting transactions such as remittances and bank deposits in automated financial systems;
  • Ensuring accountability of funds and accurate financial record; and/or
  • Resolving software issues that arise in the remittance and/or fee collection process.

EDUCATION: Successful completion of at least one full year of graduate-level study (18 semester hours or equivalent) that DIRECTLY applies to the work of the position in a field such as accounting, business, or finance. The Kolob Canyons district of Zion National Park is located at Exit 40 on Interstate 15, 40 miles northwest of Zion Canyon (the main park) and 17 miles south of Cedar City. A five-mile scenic drive along the Kolob Canyons Road allows visitors to view the crimson canyons and gain access to various trails and scenic viewpoints. Here in the northwest corner of the park, narrow parallel box canyons are cut into the western edge of the Colorado Plateau, forming majestic peaks and 2,000-foot cliff walls. Comprehensive services and amenities such as medical facilities, schools and shopping can be found in Cedar City, 17 miles north of Kolob Canyons, as well as 30 miles South in St. George. Travel, transportation, and relocation expenses will be paid if the selectee lives outside the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation.
