Summary

This position serves as Regional Quality of Life Programs (QOL) Support Office Manager for Commander, Navy Region Southeast (CNRSE), Jacksonville, FL. The purpose of this position is to ensure financial management and fund integrity for the CNRSE NAF programs. QOL programs include Morale, Welfare and Recreation, Child & Youth Programs, Flying Clubs, General Mess/Food Service Programs and NAF/APF support to Family Readiness and Housing programs across 16 installations within Southeast Region.

Duties

MAJOR DUTIES AND RESPONSIBILITIES

Accounting:

  • Incumbent is responsible for the leadership, direction, management, productivity, and cost effectiveness of Navy NAF QOL Programs by applying accounting principles, theories, concepts and practice in new ways to solve problems where no clear precedents exist for non-appropriated funds.
  • Develops or extends theories and practices for application to new problems, operations or situations.
  • Responsible for a best practice - efficient performance focused organization.
  • Supplies accounting and financial statements, reports and other information of a factual nature to QOL Regional Program Director, Program Managers and Installation Directors and others as requested.
  • Provide accounting services to multiple operations of substantial size with a wide range of and frequent variations in requirements - the cumulative NAF fund volume of transactions are in the range of $250M annually.
  • Participates in decision making sessions with the Region Program Director and Installation Program Directors who have decision making authority for their organizations and actively makes recommendations, supplying factual data, effectively contributing to the decision-making process.
  • Interprets accounting reports, statements and data.
  • Establishes and maintains liaison with Installation Directors and respective Analysts to ascertain their needs for accounting data.
  • Advises and gives guidance of possible ways of using accounting data for management purposes.
  • Responsible for non-appropriated cost accounting records. Performs technical reviews of financial information about expenses, inventories, cost of sales, maintenance costs, distribution of cost, etc.
  • Computes, estimates, and predicts effect of proposed changes in operating programs on accounting operations and services on operation costs, income, expenditures, etc.
  • Direct management and oversight control of Regional accounts payables, accounts receivables, NAF contracting, NAF Purchase Card Program and is responsible for the monthly and annual reconciliation of all NAF accounts and balance sheet entries.

Budget:
  • Responsible for the overall development of non-appropriated budget formulation for installations and the rolled NAD single fund within the region.
  • Advises Installation Program Directors on the status and availability of NAF funds in all budget accounts as necessary.
  • Determines the propriety and cost effectiveness of funding NAF requests.
  • Edits NAF statements justifying and supporting funding requests. Assists regional installations with NAF budget preparation for fiscal years.
Internal Controls:
  • Maintains internal management controls/fiscal oversight of funds and fixed asset accounts and summary, methods and procedures to verify accuracy of financial statements.
  • Assists with the preparation of audit report responses, explaining program deficiencies and disclosing problem areas of significant complexity.
  • Provides technical advice and assistance to Program Managers and Budget Analysts in fiscal oversight areas of broad scope and mission impact.
  • Works hand in hand with the CNRSE NAF Internal Control Officer to develop POA&Ms for corrective actions to fiscal oversight findings.
  • Responsible for overseeing NAF payroll program that encompasses there thousand plus employees.
  • Ensures proper reviews of NAF payroll documents are completed to ensure timely and adequate preparation of payroll.
  • Responsible for interfacing of payroll data from Kronos Timekeeping System to Automated Data Processing (ADP) system.
Supervisory:
  • Responsible for providing direction and supervision of subordinate staff of the QOLSO which include 40 employees on average.
  • Aids employee develop and adheres to individual development plans focused on improving skills required to perform current functions.
  • Provides EEO program support and takes all positive actions needed to carry out EEO policies and procedures and communicates support fo such policies to subordinates.
  • Responsible for selections, assignments, training, promotions, details, discipline, awards, and evaluation and coaching of subordinates.
  • Works with various teams to ensure regional QOLSO and at times installation business offices are operating most efficiently and effectively.
  • Actively promotes internal and external customer service.
General:
  • Performs general office functions including but not limited to filing, answering email, answering phones, copying, faxing, scanning, handling mail/FedEx, sorting mail, requesting supplies, etc.
Performs other duties assigned.

Conditions of Employment

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.

Qualifications

Minimum of five years specialized experience directly related to the duties described below. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.

Specialized experience must demonstrate the following:

  • Five years experience in accounting/budgeting.
  • Two or more years of experience providing full range of management/supervisory duties; including directing and assigning work, conducting performance reviews, addressing disciplinary and/or performance issues, participating in staffing decisions, ensure staff are properly trained, etc.
  • Two or more years of experience in analyzing, identifying and resolving technical issues, problems or shortfalls of financial operations.
  • Extensive professional knowledge of accounting, financial and audit management theories, principles, concepts, practices, methods, and techniques related to non-appropriated funds.
  • Extensive knowledge of NAF internal control procedures, practices and methods in order to evaluate effectiveness of accounting systems and programs.
  • Broad knowledge of automated data processing.
  • Knowledge of the chart of accounts and general/subsidiary ledger accounts structure utilized by NAF which includes but is not limited to Recreation and Mess Central Accounting System (RAMCAS), Simple Applications Programs (SAP), and Accounting & Information Management System (AIMS) is highly desirable.
  • Ability to develop, apply and adjust complex financial plans and policies to attain objectives.
  • Knowledge of Navy policies, installation and QOL departments, and practices in order to independently and effective manage functional areas.
  • Knowledge of appropriation laws and financial rules and regulations.
  • Ability to make recommendations based on trend analysis, oversee and implement various data processing systems, understand generally accepted accounting principles and controls is required.
  • Skills in devising solutions, gathering, assembling and consolidating data as well as analyzing facts and drawing conclusions.
  • Must demonstrate the ability to apply high level of sound and independent judgement; ability to make concise oral and written presentations.
  • Ability to supervise subordinates staff and maintain effective working relationships with staff and all levels of key management officials.
  • Knowledge of EEO policies and procedures.
