Summary
This is a U.S. Public Health Service position within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Clinical Services Division, Medical Services Unit. This is a supervisory position.
This position is only open to USPHS officers who are currently IHSC employees.

Duties
DUTIES AND RESPONSIBILITIES:
- Supervise the provision of all on-site pharmaceutical services at the specified detention facilities with >50% of time spent on clinical tasks. Manages lead and staff pharmacists within their respective regional; pharmaceutical program supervision includes setting the goals, objectives, and direction for the pharmacy program at a regional/national level. Plan and organize their own work, determine the sequence of assignments and work to be accomplished by the on-site pharmacy staff, set and adjust short-term and long-term priorities, prepare schedules for completion of work, assign work to staff, evaluate work performance of the lead and staff pharmacists, and provide guidance and mentorship to interdisciplinary staff to develop clinical judgement, leadership, and interpersonal skills.
- Provides pharmaceutical care services, including drug information, medication therapy consultation, and advice to other health professionals on complex patient problems, at the highest level of independence; utilizes extensive knowledge base and flexibility to adapt to unusual circumstances requiring variations in approach, and in the presence of incomplete or conflicting data.
- Review prescription drug orders in accordance with agency formulary and policy and procedures. Provide direct patient care services, including management of acute or chronic conditions, for selected patients when medications are the primary method of treatment. Exercises independent judgment in reviewing patient prescription orders for appropriateness, including drug-drug, drug disease, and drug-allergy contraindications and precautions. Judgmental failure could seriously affect the health status of one or more individuals.
- Contribute to revision and development of IHSC national policies and procedures, utilizing a high degree of originality to plan and execute programs of critical importance to patient health.
- Conduct site visits, as required by the IHSC Chief Pharmacist, to IHSC pharmacies to assist sites and monitor compliance with IHSC Policies, and provide on- site orientation for newly hired pharmacists within the assigned region. This position requires 10-20% travel, as needs may vary from year-to-year.
- Collaborates with contacts within and outside the Department on a routine basis to manage pharmaceutical and preventative care services for Customs and Border Protection (CBP) and ICE patients, as well as to request and provide information and cooperate on processes to improve public and population health. These policies, procedures, programs, plans or individual actions, are often of a controversial and complex nature, in which a great deal of explanation and tact is required.
- Serves as a primary subject-matter-expert to personnel on matters concerning pharmacy services. Assesses, plans, develops, implements, and evaluates the pharmacy service component for the region to most appropriately meet the needs of the population served. Judgmental failure is of great importance because failure can cause impairment of the regional pharmacy program.
- Dispense prescription drug orders in accordance with agency formulary and policy and procedures. Manage therapy for selected patients when medications are the primary method of treatment. Exercises independent judgment in determining and reviewing patient prescription orders for appropriateness, including drug-drug, drug- disease, and drug-allergy contraindications and precautions. Judgmental failure could seriously affect the health status of one or more individuals.
- Lead facility pharmacy activation and decommissioning process, including pharmacy workflow design, required equipment disposition, staffing plan development, and legal documentation.
- Assist in monitoring and reporting monthly prescription volumes and costs.
- Assist in monitoring and reporting utilization of drugs used by cost.
- Assist in the interviewing and education of pharmacist candidates for hire with IHSC and provide written recommendations for hire.
- Assist in conducting quarterly meetings with IHSC pharmacists.
- Assist in orienting and providing ongoing assistance to new IHSC pharmacists.
- Assist with site specific issues (e.g., scheduled drugs accountability, personnel, pill line, provider adherence to formulary utilization, etc.)
- Assist with design of pharmacy space in facilities.
- Assist in monitoring and reporting issues concerning implementation of pharmacy design.
- Assist in conducting annual review of Pharmacy Policies and Procedures.
- Assist with the monitoring and reporting of drug usage and trends in covered jails, Border Patrol facilities, and other IHSC supported programs.

Qualifications
PHYSICAL DEMANDS:
- Required to walk unaided at a normal pace for up to 5 minutes and maintain balance.
- Required to jog/fast walk up to ¼ mile.
- Required to perform CPR/emergency care standing or kneeling.
- Must have the ability to assist sick, injured or aging patients or staff exiting the building (may require lifting, dragging, wheeling or carrying someone who weighs significantly more than oneself).
- Must be able to see, hear and smell with aids if necessary.
- Must easily alternate between kneeling and standing.
- Must be able to lift, push, or carry 30 pounds.
- Must perform the duties of my job in a stressful and often austere environment without physical limitations.
Education
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- PharmD degree from a program that is accredited by the American Council on Pharmaceutical Education.
- Candidates must have a permanent, full, and unrestricted license from a State Board of Pharmacy to practice pharmacy in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
- Five years progressive clinical and administrative experience as a licensed Pharmacist.
- Two years' experience as an IHSC pharmacist.
- Expertise in pharmacology, pharmaceutics, pharmacokinetics and all management aspects related to the practice of pharmacy in a clinic/infirmary setting.
- Possesses necessary skills for operating general office technology including Microsoft Office Products.
- Possess knowledge of grammar, spelling & punctuation to identify and correct errors to ensure accurate copy.
- Competent in data entry and ability to work with & analyze data, including bookkeeping & basic accounting skills.
- Competent in the use of office machines including photocopiers, calculators, and personal computers.
- Competent in the application of computer programs to facilitate management operations in a clinic environment.
- Maintains CPR/BLS certification.
- Possesses ability to work efficiently, accurately & organized in a fast paced environment.
- Flexible and able to adapt to sudden changes in schedules and work requirements.
