Summary

This position is located with the Bureau of Indian Affairs, Deputy Director, Trust Services in Anchorage, Alaska, Fairbanks, Alaska, and Juneau, Alaska.This position is located with the Bureau of Indian Affairs, Office of Trust Services, Division of Environmental and Cultural Resources, Branch of Tribal Climate Resilience, Duty Station: TBD from Anchorage, Fairbanks or Juneau, Alaska.

Duties

  • Identifies program needs and challenges and presents recommendations and assistance to influence policy compliance issues.
    Stays abreast of Department of Interior (DOI), Bureau of Indian Affairs (BIA) and federal policies, and interprets/articulates their meaning,
    priorities, and intent.
  • Communicates directly with the Branch of Tribal Climate Resilience to provide regular updates and assist the Branch with meeting Program
    requirements. Participates on collaboration efforts and planning documents as directed.
  • Interfaces with Tribal, Federal and State agencies to identify resources and services to promote Tribal Climate Resilience.
  • Liaises with departments/agencies (e.g./ youth programs, water bureaus, Climate Adaptation Science Centers, and State to facilitate a team approach in bolstering Tribal Climate Resilience.
  • Serves as the Awarding Official Technical Representative on P.L. 93-638 Contracts and Compacts for Tribal awards stemming from the BIA Tribal Climate Resilience funding.
  • Tracks project status and ensures collection of data, narrative and financial reporting and serving as contract monitor.
  • Conducts or assists in the performance of BIA Tribal Climate Resilience program reviews and proposal reviews.
  • Evaluate compliance with policies, objectives and standards, overall effectiveness of projects. Provides technical assistance in the solution of specific local, regional or national problems.

BASIC REQUIREMENTS FOR GS-0401:
1. Degree: (bachelor's or higher) in biological sciences, agriculture, natural resources management, chemistry, or directly related
disciplines appropriate to the position.
OR
1. Combination of education and experience: Courses equivalent to a major, as shown above in biological sciences, agriculture or
natural resources management, chemistry directly related discipline, PLUS appropriate directly related experience or additional related
education.

IN ADDITION TO MEETING THE BASIC QUALIFICATION REQUIREMENT FOR THE GS-0401 SERIES, APPLICANTS MUST ALSO HAVE THE FOLLOWING:

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:

GS-11: 1 year of specialized experience equivalent to GS-9 grade level or equivalent pay band in the Federal service. Specialized experience is
work experience in project management; planning and budget formulation; and evaluating projects and activities to meet Tribal Climate
Resilience objectives. Participating in multi-agency planning and coordination groups; and understanding of climate impacts to tribal nations.


OR-3 full years of progressively higher level graduate education leading to a Ph.D degree (54 semester hours, 81 quarter hours or equivalent) or
Ph.D. or equivalent doctoral degree, in a field of study that is directly related to this position. Note: Applicants who select this response must
provide transcripts as verification of their education.-OR-An appropriate combination of specialized experience and graduate level education
(beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). The education must have been obtained in
an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work; and when combined together
meets 100% of the total requirements for the position. To compute, divide your total months of qualifying experience by 12. Then divide your
semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100% to

GS-12: 1 year of specialized experience equivalent to GS-11 grade level or equivalent pay band in the Federal service. Specialized experience is
work experience in project management; planning and budget formulation; and evaluating projects and activities to meet Tribal Climate
Resilience objectives. Participating in multi-agency planning and coordination groups and understanding of climate impacts to tribal nations. Providing guidance and direction in policies and internal controls for program. National participation in providing peer review and comment to high level documents and coordination materials.

The full performance level of this position is GS-12.
