Duties
Creates spreadsheets of minimum requirements for software and equipment that Publishing, Printing, Bindery, and Mailing are looking to upgrade or purchase. Plans, assigns and reviews work of assigned staff; regulates and adjusts assignments in order to meet work demands and deadlines; trains and counsels staff; tracks and ensures employees receive timely performance feedback quarterly, conducts performance evaluations of staff; schedules leave, escalates personnel matters as necessary for discipline or recognition. Assists in developing, managing, and monitoring the operating budget, including current year tracking and short- and long-range budget planning by providing feedback from research on lifecycle and replacement of equipment and supplies. Develops and manages internal hot folders and shortcuts by mapping networks, obtaining IP addresses, connecting printers, downloading and installing software updates and print drivers. Uses data tracking software to create work orders, adjust master job tickets, and checks inventory, location of job, No Later Than (NLT list), shift summaries, cost centers and job managers. Implements policies and procedures; creates and examines criteria for evaluating section and operating effectiveness and efficiency; conducts studies of departmental operations to assess conformity with administrative policy and practices. Participates in the formulation of short- and long-range plans for personnel, equipment, and maintenance in the section; oversees implementation of plans to ensure that services are provided without interruption. Researches technologies compatible with the printing and mail or publishing functions; makes recommendations to the Technical or Production Managers for the mission and technology direction for the section. Employs excellent written and speaking communication as contacts are frequent with other sections and departments and individuals representing Senate members and/of significant importance within the government. Qualifications
Required Work Experience
- Five years of increasingly responsible reprographics work experience which includes at least two years in a lead or supervisory capacity.
Required Special Skills/ Knowledge
- Knowledge of, or the ability to learn, departmental rules, regulations, procedures and functions, including policies and regulations set by the Senate Rules Committee and the Senate Committee on Ethics.
- Knowledge of, or the ability to learn the USPS mailing regulations.
- Knowledge of equipment, computers and relevant software/web applications, and spreadsheets and databases.
- Knowledge of modern printing/mailing or publishing technology and modern methods of personnel and financial management.
- Ability to plan, supervise, assign, and review the work of assigned staff.
- Ability to allocate resources effectively to meet productivity and organizational goals and objectives.
- Ability to establish and maintain effective working relationships with Senate staff, including managers, coworkers, and subordinates.
- Ability to respond to Senate office inquiries and complaints in a tactful, timely, and courteous manner.
- Skill in developing budgets and monitoring expenses.
- Ability to communicate effectively.
- This position may require the incumbent to be available for sudden recall in response to emergency events affecting the Senate campus/community, which may include after-hour or weekend work, and to potentially deploy to alternate sites in support of the Senate’s contingency operations.

Desired Qualifications
- Experience in conducting employee performance evaluations, providing constructive feedback, and implementing performance improvement plans to foster a positive and productive work environment.
- Proficiency in drafting Standard Operating Procedures (SOPs) to establish clear and consistent guidelines for print processes, workflow, and quality control.
- Exceptional communication skills, both oral and written, are essential for effective collaboration across departments.
- Familiarity with Print Management Information Systems (MIS) to efficiently generate work orders, track job progress, and manage production schedules.
- Comprehensive knowledge of USPS regulations to ensure compliance and streamline mailing processes for print materials.
- Proven experience in ensuring proper maintenance and upgrading of equipment, with the ability to recommend acquisitions that enhance productivity.
- Expertise in analyzing production methods to identify areas for improvement and develop actionable plans accordingly.
- A strong background in Printing, Bindery, and Mailing is essential to assist staff with bindery processes, print production, and mailing and shipping best practices.
- Ability to multitask and adapt to changing priorities, with a detail-oriented approach and the capacity to quickly learn and pivot in line with departmental initiatives and directives.
- The ideal candidate will be adept at establishing and maintaining effective working relationships with internal customers, external vendors, and resources.
Working Conditions
- Since this position requires onsite presence in support of the U.S. Senate when in session, this position requires the employee to be available and prepared to work during government shutdowns, in inclement weather, on holidays, and during late night, overnight, and weekend sessions. In the context of government furloughs, this position is considered excepted.

- Must be able to remain in a stationary position to operate a computer and other office productivity machinery.
- The person in this position needs to occasionally move, bend, crawl, or stand for long durations.
- Frequently moves boxes/ equipment weighing less than 50 pounds for various needs.
- Work exposes the employee to excessive noise.
- Hazards include moving machinery, exposure to chemicals, such as inks and solvents, paper dust, and excessive noise.
Education
High school diploma/ GED.
