Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST (Title 32), Position Description Number D2461000 and is part of the AR ANG 188 WGH WG, National Guard.

(Upon selection, must be a member of the AR Air National Guard).

Duties

1. Performs a broad range of safety and occupational health duties in one or more areas of safety and occupational health. Performs periodic inspections, assessments and evaluations on numerous programs such as high-risk activity programs, supervisory safety training, and emergency/disaster preparedness to determine compliance with appropriate safety and occupational health regulations. Conducts safety and occupational health surveys of facilities and equipment related to the full range of work operations. Uses a comprehensive knowledge of a wide variety of regulations, standards, procedures, methods, and techniques to determine compliance with safety and occupational health regulations, modifying or adapting to eliminate or minimize hazards. Normal to high safety risks are encountered in assigned areas which include base operations and facilities, such as industrial shops and operations, aircraft and vehicle maintenance facilities and shops, administrative areas, supply and warehousing, seasonal/recreational areas, construction sites, etc. Evaluates a variety of complex, unconventional safety and occupational health problems or circumstances such as playground equipment and base traffic patterns; ensures correct safety and protective equipment is available and in use; and determines risk assessment of the hazardous processes/conditions identified. Determines and recommends applicable methods and procedures, such as fault tree analysis and risk management, for controlling or eliminating hazards. Documents and reviews inspection, assessment and evaluation findings and prepares formal reports for dissemination to appropriate parties. Advises supervisors, and/or safety representatives on appropriate measures to eliminate or control hazardous operating procedures or conditions. Conducts follow-up inspections to ensure violations and hazards are corrected. Ensures safety concerns are addressed throughout the contracting process with contracted services.

2. Plans and carries out formal investigations of reportable and non-reportable mishaps involving personal injury accidents, property damage, covering a wide range of work operations. Assigned area involves a substantial number and diversity of hazards that may cause mishaps with significant severity and loss. Serves as the investigation officer for formal mishap investigations such as Safety Investigation Boards (SIB) involving class A and B mishaps. Obtains statements from witnesses, photographs mishap scene, records circumstances of mishap and extent of injuries, estimates cost of property damage, and prepares a formal report of findings with proposed recommendations and abatement dates to correct the unsafe acts/conditions. Compiles and analyzes mishap data, identifies trends, provides managers with mishap/trend analysis data, and assists them in developing programs to reduce mishaps. Prepares formal reports using the Air Force Safety Automated System (AFSAS) program. Uses statistical data to prepare charts, tables, and reports. Based on observed trends, recommends and implements training aimed at mishap/accident prevention.

3. Develops specialized operating practices, modifying or departing significantly from standard techniques when necessary based on interpretation of policies, standards, and regulations. Coordinates with other installation offices regarding safety matters affecting installation personnel and devises specialized operating practices involving diverse but recognized hazards. Prepares and/or revises standard local safety instructions and guides such as local supervisory safety guide, and unit safety representative guide that are relevant to base employees and current or planned contractor operations. Devises specialized operating practices involving hazards associated with various holiday celebrations such as fourth of July celebrations, safety campaigns, air shows etc. Evaluates safety standards adopted by national safety associations, societies, or institutes; publications on work processes; and current industrial problems and makes recommendations as to local application. Drafts local procedures or abatement actions for conditions not directly addressed by existing standards or guidelines. Reviews and revises local procedures as necessary.

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade listed below. Selectee will be required to wear the military uniform.

  • Minimum Military Grade: NLT E-6/TSgt
  • Maximum Military Grade: NTE E-8/SMSgt

Compatible Military Assignments: Selectee must be a member of the Arkansas Air National Guard.

IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

Qualifications

GENERAL EXPERIENCE:
Experience in scientific or technical work that provided an understanding of the basic principles and concepts of the safety and occupational health field. Creditable general experience must have demonstrated the achievement of knowledge equivalent to the education described above.

SPECIALIZED EXPERIENCE:
1 year equivalent to at least next lower grade level experience, education, or training performing periodic/unscheduled inspections of base facilities, warehouses, and equipment maintenance operations and evaluated compliance with applicable regulations and hazard system. Recommended measures and methods to correct safety and occupational health deficiencies. Participated in planning for testing of munitions, and assured integration of explosive safety criteria in testing procedures. Reviewed test implementation directives for inclusion of appropriate safety criteria. Prepared supplements to regulations and manuals for aircraft weapons safety and developed local regulations defining applicable mishap prevention procedures.

Education

DUTIES CONTINUED:
4. Reviews plans and specifications for new construction, major building alterations, and/or changes in installation equipment and monitors project through completion to ensure compliance with safety codes and standards. Recommends design changes not included in the original plan and provides technical recommendations to eliminate or control safety hazards in the repair and maintenance of installation facilities and equipment. Develops specialized operating practices affecting construction matters associated with diverse but recognized hazards and attends pre-construction conferences to brief contractor on applicable safety and health requirements. Identifies potential safety hazards to assure adequate fire exits, stairways, aisle space, means of egress, etc. Randomly spot checks industrial sites and notifies responsible person when safety violations or practices are observed (e.g., improper scaffolding, construction pits not safeguarded, improper use of ladders). When need arises, stops any operation that is of imminent danger to personnel or property. Responds to concerns and complaints and answers questions when OSHA is contacted or comes on base.

5. Provides technical safety training/instruction to supervisors, employees, and/or unit safety representatives on a wide range of work operations areas, such as traffic safety techniques, proper storage of hazardous materials, common laboratory hazards, and building evacuation procedures. Prepares and uses a wide variety of formal training materials, such as outlines, handouts, publications, films, exhibits, protective devices, and visual aids to provide and/or reinforce information related to safe work practices, accident prevention techniques, and mishap reporting requirements. Promotes safety campaigns/awareness through oral presentations at local safety committee meetings; and extracts, compiles, and prepares safety articles, bulletins, and pamphlets for local use by base personnel. Maintains required course records. (20%)Performs other duties as assigned.

  • Position needs knowledge of health and occupational safety concepts, principles, and regulations to be able to perform duties that include technical safety training, mishap/trend analysis, devising safe operating procedures for special activities such as July fourth celebrations and air shows. The duties of the position include unsafe physical conditions, equipment and machine hazards, and risks in human performance that incumbent is required to control or eliminate. The position is responsible for several areas of the program to include inspections/surveys, assessments, evaluations, mishap investigations, and safety training.FL 1-8 is typically found at within DoD, Department of Air Force or NGB levels not the ANG Wing Safety office.
  • This position is normally independently responsible for planning, organizing, and performing work assignments, keeping the supervisor informed of progress and possible conflicts or far reaching implications.
  • Guidelines consist of applicable law, implementing regulations, manuals and directives, precedent court and administrative decisions, legal publications, and military code and are available, but not completely or readily applicable. The search for applicable guidance include the full gamete of Federal and state/territory statute and code; local ordinances; Department of Defense, Department of Army, Department of the Air Force, NGB and state/territory directive and regulation; original and appellant court and administrative body decisions, appeals and publications; a wide variety of Civilian and Military administrative procedures; and customs. Typically there are precedents that must be analyzed to determine applicability, and the employee must use judgment in interpreting and adapting guidelines to specific situations or issues.
  • This position is responsible for a range of work operations areas, such as traffic safety techniques, proper storage of hazardous materials, common laboratory hazards, and building evacuation procedures, emergency/disaster preparedness, and aircraft and vehicle maintenance facilities and shops. The duties performed range from safety inspections, investigations after incidents, training personnel on risk management and safe operational procedures and developing operating practices. This meets the requirement of the standard for this level.
