This position is located in the National Institute of Food and Agriculture (NIFA), Office of the Director.
The incumbent serves as Secretary to the Director of NIFA providing support functions that are auxiliary to the Director's work and which relieves the Director from direct involvement in the management of the day-to-day office issues.

Duties
- Serves as office manager with complete responsibility for all operations of the Director’s Office. This includes staff scheduling to ensure coverage of telephones and support needs of the Director and general efficient operation of the office.
- Keeps the Director’s calendar, setting up, shifting or declining appointments and arranging for representation by a subordinate official where appropriate.
- Uses judgment in screening callers, determining the nature of the calls and determining which calls must be directed to the Director.
- Acts as point of liaison between the Director and representatives of private industries, colleges and universities, State Agricultural Experiment Stations, and other Federal and State government officials, Members of Congress and their staff.
- Directs inquiries to staffs throughout the Agency and to other REE agencies and staffs with notations as to who is to prepare response, how reply is to be addressed, for whose signatures
- Provides advice and instruction to NIFA secretaries concerning matters as directives, reports, correspondence, and telephone procedures. Ensures all secretaries in NIFA are trained in all phases of secretarial work.
- Completes all travel arrangements for Director and furnishes itineraries to officials and staff members.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Qualifying experience includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience for this position is experience recommending changes in administrative policies; developing material for the supervisor's use in public speaking engagements; serving as a liaison between the supervisor and other personnel for administrative matters; and arranging meetings and conferences and assembling materials for agenda items.
Applicants must be able to type at least 40 words per minute.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
