Summary

This position is part of the National Archives and Records Administration.The incumbent is a Security Specialist in the Security Management Division (BX) which has agency-wide responsibility for personnel, physical and holdings security; oversight of controlled-access information, physical accessibility, emergency planning, and workplace health and safety at NARA-occupied Presidential Libraries and Federal Records Centers and other NARA leased facilities.

Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As a SECURITY SPECIALIST, you will:

  • Conduct and develop reports for physical security assessments, inspections and assistance visits of NARA facilities nationwide for adherence with applicable federal laws, regulations, policies or procedures related to physical and information security, fire prevention, life safety, OSHA, anti-terrorism and crime prevention to protect holdings, personnel and facilities.
  • Plan and provide oversight for security operational requirements to control personnel and parcel ingress, egress, and internal movement, to include, but not limited to, identification verification and access media control, key and lock control, fire and intrusion alarm system monitoring, to include direct, significant customer service for some of these functions.
  • Perform emergency employee and mission-critical emergency employee duties which are vital to public health, safety, welfare, national defense, or the operation of essential facilities or functions.
  • Directly monitor performance of Armed Security Force Contractors for compliance with the Federal Acquisition Regulation (FAR), Contract Scope of Work, and NARA policy and procedures, as a Contracting Officer's Representative (COR).

  • Although much of the work is sedentary, the incumbent must visit a variety of record storage and utility areas, both at the assigned work-site and on inspections of other NARA-occupied facilities. This involves walking long distances, climbing stairs and ladders, and standing for extended periods.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-9 is one year of experience at the GS-7 level, or equivalent in other public or private sectors, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience for this position must include:

  • Conducting security surveys, audits, probes, or project reviews to identify work related errors or security issues.
AND
  • Safeguarding and handling sensitive records, reports, materials, and securities.
OR

You may substitute education for specialized experience as follows:
  • Master's or equivalent graduate degree.
or
  • 2 full years of progressively higher level graduate education leading to such a degree.
or
  • LL.B. or J.D., if related.
OR
  • You may qualify by a combination of experience and education. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.
