Summary

The Office of Information Technology is seeking to fill the position of the Senior Officer-Deputy Director (Operations). This position is located in either Atlanta, GA, Boston, MA, Denver, CO, Chicago, IL, Fort Worth, TX, Los Angeles, CA, Miami, FL, New York, NY, Philadelphia, PA, San Francisco, CA, or Washington, DC. Duties

The Office of Information Technology (OIT) supports all aspects of information technology for the SEC and employees. It has overall management responsibility for the SEC's IT program including application development, infrastructure operations and engineering, user support, IT program management, capital planning, security, and enterprise architecture.

Typical duties include:

  • Managing SEC enterprise infrastructure operations to include planning, implementing, and maintaining SEC's compute, data, and network infrastructure; ensuring operational efficiency, security and reliability; overseeing operations to meet organizational goals and objectives; developing and implementing strategies and plans to support organizational goals; analyzing and mitigating technology risks to ensure business continuity; and collaborating with senior management across cybersecurity, applications, enterprise architecture, and business management teams to ensure secure, compliant, and reliable enterprise infrastructure operations and end-user support.
  • Developing and implementing IT operational systems and processes to include designing, developing, and implementing day-to-day operational systems and processes; monitoring and evaluating systems and processes to ensure efficient and effective functioning; identifying and addressing obstacles and issues impacting infrastructure operations; overseeing and enforcing rigorous technical change management processes; providing visibility into goal, progress, and obstacles of key initiatives; and developing and tracking key performance indicators (KPIs) for infrastructure operations.
  • Overseeing IT customer service support to include collaborating with senior leadership to strategically improve end-user customer service; defining metrics, timelines, and allocations of resources for customer service support; ensuring a positive experience for customers through effective end-use support; and working closely with Division and Offices to learn pain points across the Commission.
  • Managing contractors, vendors, and third-party partnerships to include ensuring superior contract performance; developing contractor Service Level Agreements (SLAs), key metrics and other benchmarks to monitor and assess performance, and drive accountability and continuous improvements; ensuring expenditures adhere to fiscal budgets and organizational goals; and developing customer feedback mechanisms to monitor and evaluate performance and effectiveness, as well as identify areas for improvement.
  • Providing strategic leadership to ensure personnel technical skills match current and future state technical architecture; develop and implement skills development and sustainment programs to ensure personnel skills align with enterprise needs; Proactively track, plan, and execute major technical initiatives to ensure technical relevancy of enterprise systems.

  • DRUG TESTING: This position may be subjected to drug testing requirements.
  • PERMANENT CHANGE OF STATION (PCS): Moving/Relocation expenses are not authorized.
  • DIRECT DEPOSIT: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.
  • This position is not in the collective bargaining unit.
  • If selected, you will accrue 8 hours of annual leave per pay period for the duration of the temporary promotion. You will be returned to your original annual leave accrual at the end of the appointment.
  • This temporary promotion may lead to a permanent appointment.
  • SUPERVISORY/MANAGERIAL PROBATIONARY PERIOD: This appointment may require completion of a two year supervisory/managerial period.
  • This temporary promotion may be extended OR it may end at any time during the course of the assignment at the discretion of management.
  • If selected, you may receive a salary increase for the duration of the temporary promotion. If the temporary promotion ends, you will be returned to your original salary at the end of the appointment.

Qualifications

Time-in-grade for this announcement is one year at the GS/SK-14 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

BASIC REQUIREMENT:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below:

MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement
SO-01: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level. Specialized experience includes possessing at least four (4) of the following six (6):
  1. Managing enterprise infrastructure operations within a financial services industry or financial regulatory organization;
  2. Managing hybrid cloud environments, virtualization platforms, network architecture, and information technology frameworks;
  3. Designing, implementing, and managing systems and processes that provide real-time visibility into the health and performance of enterprise infrastructure operations;
  4. Overseeing and enforcing technical change management processes to ensure suitability, compliance, and reliability across enterprise infrastructure systems;
  5. Overseeing the operations of large-scale information technology customer service support, including collaborating with senior leadership to define long-term goals and development of comprehensive plans to increase user satisfaction; AND/OR
  6. Managing contractors, vendors and third-party partnerships to ensure contract performance
