Duties
A GS-0101-11, SEXUAL ASSAULT PREVENTION AND RESPONSE SPECIALIST (VICT ADV):
- Serves with the JFHQ Sexual Assault Response Coordinator (SARC) as the designated specialist of victim support services who coordinates and oversees local implementation and execution of the Sexual Assault Prevention and Response (SAPR) Programs.
- Ensures overall local management of sexual assault awareness, prevention, training, and victim advocacy (VA).
- Provides collateral duty victim advocate support by providing, along with the JFHQ SARC, advice, guidance or victim services question clarification.
- Incumbent is required to maintain a network of victim advocacy services contacts to ensure 24/7 availability.
- Provides comprehensive advocacy services to individuals exhibiting a wide range of issues related to being a victim or survivor of sexual assault.
- Recognizes symptoms of emotional distress or social disorganization which may require immediate professional intervention and refers cases to appropriate professional medical and/or social services staff.
- Works with the JFHQ SARC to support state National Guard (NG) units in the completion of required training and may conduct training as needed.
- Conducts prevention and response training on sexual assault for NG Service members, community agencies, units and leaders about identifying victim services, defining sexual assault; determining safe and confidential ways to seek assistance; safety planning; protective orders; bystander intervention techniques, identification, reporting, intervention, treatment services for victims of sexual assault, command responsibilities; DoD and Service specific regulations and policy, State laws; and the sharing of information pertinent to victim empowerment and enhancing life skills.
- Ensures victims of sexual assault receive all needed guidance and emotional support during administrative, medical, investigative, and legal procedures, and that victims understand the processes involved and that Personal Identifying Information (PII) data will be collected and maintained for all cases.
- Accompanies victims and provides support in securing medical treatment for injuries; safe shelter; protective orders; court hearings; support before, during and after trials; appointments; educational services; transportation; financial services, and follow-up assistance.
- Understands and anticipates the nature of the position requiring off-duty hour support to include a 24-hour rotation for advocacy services to victims.
- Attends the Case Management Group meeting as a representative for the victim.
- May serve on community boards and committees representing the SAPR Program.
- Addresses victim services as they relate to sexual assault.
- Serves as the point of contact in coordinating victim care from initial report to resolution of victim's health and well-being, providing comprehensive assistance and liaison to and for victims of sexual assault and referrals to civilian agencies for those victims of spouse abuse; serves to educate personnel within the state's ARNG and ANG units regarding the most effective responses to sexual assault on behalf of victims and at-risk individuals.
- Works with the state leadership, Unit Commanders, and first response groups to improve systemic barriers to victims' services and offender accountability.
- Maintains strict regulatory confidentiality of information at all times.
- Coordinates services for victims with service support and community organizations and agencies - law enforcement, Staff Judge Advocate, legal assistance, medical treatment facilities, crime victim's compensation offices and sponsoring commands.
- Contacts unit commanders to obtain assistance and support in advocating for the financial and other needs of victims.
- Other duties as assigned.

- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

- Required to obtain within 60 days of appointment a favorable completion and award of a Tier 3 background investigation as directed by DoD and NGB to conduct duties and responsibilities as a SAPR Professional
- Within 90 days of appointment as a National Guard SAPR Professional, even if currently D-SAACP certified, the newly appointed employee will be required to complete the NGB Joint Course.
- Within 120 days of appointment, unless previously D-SAACP certified, the newly appointed SAPR Professional will be required submit the DD Form 2950, must be submitted by the next D-SAACP review board.
- Required to obtain and maintain D-SAACP certification and maintain certification through meeting annual continuing education training requirements.
- For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.

- May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
- Position designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Designation will not exceed 14 days per year unless otherwise approved in advance by the TAG.

SPECIALIZED EXPERIENCE:
Must have at least 36 months experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
Education
Education Requirements:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.

- Knowledge of laws, regulations, executive orders, issues, etc., relating to victim advocacy, sexual assault, domestic abuse, and interpersonal violence.
- Skill in effective development and delivery of sexual assault prevention and response training to a variety of individuals and organizations.
- Ability to employ various methods and techniques typical of a sexual assault and domestic abuse victim advocate program, including crisis intervention, situational assessment, and analyzing the needs of the victim to support/assist them in the resolution of complex problems.
- Ability to function as liaison to JFHQ-State and community organizations representatives to establish, maintain, and provide effective victim support in a wide variety of situations.
- Ability to provide information and one-on-one assistance to individuals under difficultcircumstances using sensitivity, tact, and caring using a wide range of social science principles,practices, and techniques to effectively deal with crisis intervention, the dynamics of sexual assaultand domestic abuse, and their effects, and to relate to and build trust with individuals that havefaced traumatic and life changing events
- Ability to coordinate and educate Victim Advocate volunteers
- Ability to serve as the full time SAPR professional for the JFHQ-State in the absence of the State SAPR
