SEXUAL ASSAULT PREVENTION AND RESPONSE (VICT ADV) (SAR WF)

Duties

A GS-0101-11, SEXUAL ASSAULT PREVENTION AND RESPONSE (VICT ADV) (SAR WF):

  • Assists victims of sexual assault towards the process of recovery, through advocacy and resource information.
  • Conducts risk assessments of individuals to determine immediate needs and evaluates safety and levels of risks; provides emotional support and guidance to victims in crisis while addressing the individual's needs and desires.
  • Provides crisis intervention in the immediate aftermath of sexual assault and develops safety plans based on initial and ongoing risk assessments.
  • Provide restricted and unrestricted reporting options addressing confidential disclosure and privacy to the victim.
  • Provides referral services at the Wing/BDE State as well as the surrounding communities.
  • Completes required reports/documents on incidents of sexual assault.
  • Assists the State SAPR with entering all Wing/BDE State sexual assault incidents into the Department of Defense Sexual Assault Incident Database (DSAID) IAW DOD and NGB policies and procedures. Assists with DSAID entry for: SAPR Related Inquiries (SRI), Wing/BDE State Training activities, retaliation reports, and CMG minutes.
  • Has primary administrative oversight for entering and tracking all information for volunteer or collateral duty Victim Advocate DSAACP Credentialing and continuing education training via DSAID.
  • Respond to all requests for data request and provide timely reporting to the State SAPR and/or NGB SAPR Program.
  • Conducts assessments, to identify risk factors and assist clients to formulate safety plans; and designs and implements goals and objectives for service plans.
  • Analyzes and evaluates assessment data gathered to provide initial planning and provide follow-up interventions with clients regarding identified risk factors.
  • Maintains active liaison with government and non-government organizations to assure adequate coordinated treatment services.
  • Collaborates with the local court systems and civilian law enforcement agencies regarding sexual assault cases.
  • Uses regulatory guidelines, local laws and precedents to develop and improve on program goals and services.
  • Serves on the Wing/BDE State sexual assault prevention and response (SAPR) Case Management team and ensures State SAPR is kept abreast of victim's status/case.
  • Facilitates or assists in the planning, scheduling, and delivery of sexual assault prevention and response training for all Wing/BDE State personnel, leadership, deploying personnel, volunteer or collateral duty Victim Advocates, and other key functional stakeholders to include annual refresher SAPR training.
  • Coordinates guest speakers, arranges announcements and marketing, and coordinates logistics for the various training activities.
  • Promotes awareness of sexual assault prevention in the community by performing outreach activities in the preparation for and implementation of the Sexual Assault Awareness Prevention Month campaign.
  • Serves as liaison with community agencies and resource providers to implement programs and services regarding advocacy for victims, communication and family cohesiveness and sexual assault.
  • Utilizes an office automation system that uses a word processing software package to develop, edit, and update program service files.
    Reviews current Memorandums of Understanding (MOU) or Memorandums of Agreement (MOA) to ensure they effectively meet the sexual assault or domestic abuse victim's and program's needs.
  • Other duties as assigned.

Qualifications

Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.

or

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

SPECIALIZED EXPERIENCE: Must have at least 36 months or 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.

Education

Education Requirements:
Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.

Substitution of Education for Specialized Experience:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

  • Knowledge and skill to advise, manage, implement, assess, and oversee Sexual Assault Prevention and Response programs.
  • Comprehensive knowledge of a wide range of sexual assault principles, laws, regulations and policies, and relevant decisions to recognize and prevent sexual assault and make technical recommendations for decisions in sexual assault cases.
  • Knowledge of state sexual assault program administration, policies and practices in order to provide technical assistance to answer questions, solve problems, and explain issues.
  • Comprehensive knowledge of a wide range of sexual assault prevention and response, executive orders, laws, regulations and policies, and relevant decisions to recognize and prevent sexual assault, and to make technical recommendations for decisions in resources and response for sexual assault cases.
  • Skilled in managing a program, to include organizing an office, problem solving, motivating others to take necessary actions, and negotiating allocation of resources for the program which is primarily the amount of the budget and the allocation of part-time victim advocates.
  • Knowledge of the National Guard organizational structure to include, functional assignments to subordinate organizations, nature of their missions, and work force composition.
  • Skilled communicator: must have expert speaking and writing skills to perform effective presentations, conduct training seminars, communicate with federal, state and local agencies, and medical facilities.
