Duties

A GS-0101-12, SEXUAL VIOLENCE PREVENTION SPECIALIST (PREV WF):

  • Acts as subject matter expert (SME) on Integrated Primary Prevention (IPP) as applied to sexualviolence prevention. Advances policies outside of the existing Sexual Assault Prevention andResponse (SAPR) office for equities specific to sexual violence primary prevention. Facilitatesdialogue between state programs, divisions, directorates, and other areas to capture existingupstream drivers and measures relevant to the earliest prevention of sexual violence. Maintainsinsight into the National Guard Bureau (NGB) IPP office to track efforts, measurements, andcouncils. Supports engagement in existing state tools and programs. Establishes measures ofeffectiveness in the primary prevention of sexual violence. Consults with and obtains consensuswith NGB IPP SME cell. Supports the Joint Force Headquarters' the Primary Prevention Officer in thedevelopment and execution of The Adjutant General's (TAG) primary prevention strategic plan.Assists TAG, Assistant TAG, IPP Officer, directorate, and division-level leadership with data-informedcourses of action to appropriately resource sexual violence primary prevention activities andrequirements throughout the state. Establishes, revises, and reviews policies, procedures, missionobjectives, and organizational design to eliminate barriers to mission accomplishment. Developsperformance measures to meet statutory and regulatory compliance, implements quality improvement plans, and assesses the effectiveness of TAG's IPP program. Advise leaders at alllevels of best practices and evidence-based programs, policies, and plans that increase primaryprevention capacity within their organizations. Conducts educational sessions and briefings for JFHQleadership and JFHQ SMEs (i.e., State Family Programs Director, Chaplains, State Equal OpportunityManager, Resilience, Risk Reduction and Suicide Prevention Program Manager, IPP SMEs) regardingthe primary prevention of sexual violence. Works with IPP Officer to elevate promising practiceswithin the state that relate to the early prevention of sexual violence and report findings up to theNGB. Coordinates multidisciplinary evaluations. Consults with managers in areas that impact sexualviolence to ensure combined prevention trainings are coordinated to promote and incorporateevidence-based practices and learning objectives and designed for the National Guard (NG) withcross-functional impact.
  • Assists with IPP needs assessments. Collects qualitative and quantitative data. Conductscontinual collection and analyses of S/T/DC, Wing/Region activities relative to integrated sexualviolence prevention to ensure program fidelity. Utilizes outcome data and metrics from the civiliansector within their S/T/DC or region for comparison to NG data. Works with other JFHQ Directoratesand offices to evaluate relevant NG programs for effectiveness and impact on the primaryprevention of sexual violence. Has an in-depth knowledgeof the programs, policies, and processes which drive ARNG and ANG sexual assault casemanagement and response programming within their S/T/DC.
  • Maintains an understanding of SAPR policies and the working dynamics between primaryprevention and response. Maintains collaborative relationships with the JFHQ, Air National Guard(ANG) Wing/ Army National Guard (ARNG) Brigade SAPR program managers, the NGB SexualViolence Primary Prevention SME, and other relevant support programs.
  • Supports and participates in state-level committees, boards, and working groups. Providessexual violence prevention data to Wing/Region Primary Prevention Integrators (PPIs). Providessexual violence prevention metrics to all councils and boards within the S/T/DC in coordination withand as requested by the IPP Officer. Coordinates with SARC to ensure alignment of messaging toJFHQ council or board leadership regarding sexual violence. Serves as the Wing/Region PPI's pointof contact for all sexual violence prevention efforts and conducts Site Assistance Visits (SAVs) to theWing/Region's as required. Assists the JFHQ IPP SME cell in facilitating meetings and workinggroups in accordance with applicable policy and official guidance, as needed. Meets regularly withother members of the JFHQ IPP cell to facilitate the dissemination of information to the NGB and tothe Wings/Regions. Liaises, where appropriate, to capture prevention trends pertinent to sexualviolence prevention. Assists the IPP Officer in managing information flow between JFHQ, Wings,Brigade, and NGB. Collaborates and coordinates with state and local agencies and universities byreviewing scientific journals for national best practices and integrated primary prevention trendsoriented to sexual violence prevention. Maintains familiarity with evidence-based assessments andmeasurements. Reviews local needs to identify any processes requiring modification.

Qualifications

GENERAL EXPERIENCE:

Degree: behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

SPECIALIZED EXPERIENCE:
Must have at least 36 months experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. Or 1 year specialized experience equivalent to at least the next lower grade level

  • Skill in applying professional community organization abilities related to the formulation of needs assessments, development of sexual violence prevention programs, and the marketing of programs.
  • Knowledge of complex helping systems and professional organizations, how they positively or negatively affect individual and family welfare, and the multiple ways these systems and organizations operate to deliver services.
  • Excellent skills in oral and written communication to include report writing and maintaining proper records to document services provided.
  • Knowledge of and skill in planning, conducting and evaluating sexual violence prevention training programs.
  • Knowledge of laws, regulations, executive orders, issues, etc., relating to the primary prevention and the development of sexual violence prevention strategies.
