Duties

Serves as Operations Specialist and primary point of contact on administrative functions for Marine Corps Community Services Hampton Roads (MCCSHR). Coordinates and performs a wide variety of responsible operations and administrative functions in support of MCCSHR in the areas of procurement, marketing, facilities, and finance. Organizes flow of operational program processes in an office environment. Establishes status of actions on numerous projects and programs. May be delegated signatory authority for selected administrative matters. 

Reviews and interprets directives and regulations. Maintains official files. Advises staff on development and implementation of local administrative directives and procedures. Ensures compliance by managers and supervisors by reviewing and revising studies, reports, correspondence for accuracy and format. Collects, compiles, and organizes information and data to meet administrative requirements. 

Prepares correspondence to include letters of appreciation, instructions, awards, etc. Facilitates methods for automating reports and correspondence and creates templates to meet presentation and report requirements. Enforces and trains employees on proper naval correspondence rules/format and correct grammar, spelling, capitalization, and punctuation. Establishes suspense dates to collect responses and submits information as required by requests. 

Serves as the contract liaison/coordinator within MCCSHR, and between the NAF Regional Contract Office. Responsibilities include supply purchasing, initiating, and coordinating contracted services, coordinating financial requirements, tracking expiration dates, and initiating contract renewals. 

Assists in administrative duties associated with planning, initiating, and implementing a comprehensive marketing program including public relations, advertising, and research. Assists with coordination of MCCSHR publicity through newsletters, Plans of the Day, brochures, posters, and other media sources. 

Plans and executes the development of graphic designs, layouts, and exhibits in coordination with the presentation of printed and/or visual media. Designs other graphic elements using computer software programs. Creates signs, brochures, murals, posters, banners, decorative artwork using a variety of materials, to increase sales and promote program participation. Provides promotional materials for theme parties, holiday observances, and other special events. Works with MCCSHR Director, Department Heads, and managers concerning special events, ensuring appropriate use of various printed media for flyers, posters, marquees, and other commonly used visual media. Research sources, recommends, and prepares material requirements for graphic equipment, materials, and supplies for budget and events. 

Enhances MCCS/MCX branding and builds strong online communities through various social media platforms. Responsible for developing and administering social media content that is designed to engage users and create an interactive relationship between consumers and the organization. Updates website content, including information, images, calendar content, schedules, graphics, etc., according to the changing needs. Works with website designers and providers, to plan, maintain and improve online presence, initiating new ways to enhance and develop the website presence. Lead on new social media merge and new public facing website. 

Primary liaison between base Marine Corps Facilities and MCCSHR for the administration and management of MCCS Facilities and Maintenance to include facility and maintenance repair and projects. Acts as primary point of contact with Navy Facilities construction and maintenance matters. 

Supervises employee(s) to include assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending, and completing personnel actions, completing performance reviews, and signing timecards, training employees, keeping abreast of, and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to alcohol abuse and take appropriate action.

EVALUATIONS:

Qualifications

Bachelor's Degree in Business Administration or a related field appropriate to the work of the position and three years of experience in the occupation, or a related field of work, or an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, or appropriate experience that demonstrates that the applicant has acquired the knowledge, skills and abilities equivalent to that gained in the above. Knowledge of and skill in applying analytical techniques and evaluative methods to issues or studies concerning administrative and management matters to improve efficiency and effectiveness of the operation. Knowledge of methods, procedures, mission requirements, program goals and objectives, regulations, laws, policies, and precedents governing the operation. Working knowledge of the Department of the Navy Correspondence Manual. Familiar with the operational structure of MCCSHR. Technically proficient in Microsoft Office products.
