Summary
You will serve as a Supervisory Attorney-Advisor (General) (Associate General Counsel, Energy) in the Office of General Counsel (OGC), of the U.S. International Development Finance Corporation (DFC). OGC is responsible for providing the Vice President & General Counsel, CEO, Deputy CEO, Chief of Staff, Head of Investments, Board of Directors, and other staff members with legal counsel on a wide variety of international finance, investment and banking issues associated with the DFC's mission.

Duties
As a Supervisory Attorney-Advisor (General) (Associate General Counsel, Energy), the incumbent:
- Will serve as an Associate General Counsel and is responsible for managing and performing a variety of professional legal work primarily for DFC's Office of Energy, which is one of DFC's major international business development groups. Among other things, DFC's Office of Energy underwrites loans and loan guaranties in energy projects, investment funds with a focus on the energy sector, banks and other financial institutions, and companies in the energy sector, broadly defined.
- These investments are characterized by high dollar values, complex structuring and documentation, and multi-country business relationships. DFC attorneys typically lead outside counsel in closing major deals, which range from corporate financings to project finance. The essence of the DFC mission is to invest in business activity in politically and economically risky markets in less developed countries. This adds a large dimension of complexity to the legal work involved in making loans and protecting and/or recovering the Government's investments in these less developed markets.
- Serve as the principal OGC representative to the Vice President of the Office of Energy and:
- Contribute to the management team or committee that reviews proposed investments.
- Assist the team or committee with screening potential investments for further DFC evaluation.
- Improve program performance, including the introduction of new products and resolution of broad policy problems.
- Keep the OGC management team informed regarding legal and policy issues that arise in the Office of Energy.
- Together with a deputy, manage a Team of eight project attorneys, with Team members working on a hybrid or fully remote basis. Develop and maintain team cohesion, engagement and information sharing, assign incoming projects, and manage quality control and support on resolution of project structuring, legal and policy issues.
- Periodically evaluate progress on Team projects and overall workloads. Provide regular and special reports on project progress and issues to the OGC management team as and when needed.
- Provide final OGC clearance for commitment letters, agreements, and similar documents.
- Serve as the direct project attorney on a limited number of transactions.
- Work with the Deputy General Counsel for Investment Origination and the Associate General Counsel for other sector teams to manage the overall provision of legal support to new DFC transactions, including identification and implementation of process improvements, knowledge management, and opportunities for professional development and Team engagement. Support OGC-wide initiatives and special projects that arise from time to time.
- Represent OGC externally on legal matters for the assigned program. Meet with high level officials in other Government agencies, such as the State Department, Treasury Department, Commerce Department and Export and Import Bank. In these meetings, work to achieve interagency cooperation in the furtherance of DFC strategic objectives.

Qualifications
Qualifications:
Applicants must meet all eligibility and qualification requirements at the time of submitting your application.
Basic Requirements: Applicants must (1) be a graduate of an accredited law school with an LLB. or J.D.; (2) be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico; and (3) meet all specialized experience requirements as described below. An official law transcript will be required if you are selected.
Specialized Experience: You may qualify at the GS-15 level, if you meet the following qualification requirement: At least five years of full-time professional legal experience gained after being admitted to the bar. The minimum five-year work experience requirement includes at least four years of specialized experience that is directly related to the position being filled. At least two of the four years of specialized experience must be at a level of difficulty and responsibility equivalent to that of an attorney at the GS-14 level.
Specialized experience is defined as experience in:
- Advising on legal and policy matters in the areas of finance, including project finance, loan guaranties and loans to large and small companies, banks, and investment funds; and
- Managing a portfolio of projects in the energy sector as lead transaction counsel.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Applicants must be a graduate of an accredited law school with an LL.B. or J.D., if selected an official transcript will be required. In addition, the selectee will be required to provide proof of an active bar membership.
