Duties

As a SUPERVISORY ENGINEER at the GS-0801-15 some of your typical work assignments may include:

  • Serves as the Agency expert and primary advisor to the Director on Military construction (MILCON) matters to include finding appropriation, project planning, and project execution.
  • Responsible for managing and overseeing the preparation and submission of DD Form 1390 (Military Construction Program) and DD Form 1391 (Military Construction Project Data) and directly facilitating the coordination, justification and approval process with high level component representatives of Department of the Army, Army Corps of Engineers, Office of the Secretary Defense and Office of Management and Budget and partnering supporting agencies.
  • Assists the Agency Director in MILCON related congressional requirements by preparing detailed facility, and cost analysis represents the Agency in dealings with the Office Assistant Secretary of Defense, Acquisition Technology and Logistics on matters relating to Real Property.
  • Negotiates directly with installation Garrison Commanders for services to DTRA controlled facilities on host installations and represents the Agency in dealing with installation Major Commands. Negotiates directly with the Washington Headquarters Service, the Director of the Public Building Service, National Capital Region of the General Services Administration on space and facility issues.
  • Develop and implement organizational goals, long and short-range plans and projects; delegate authority and responsibility to subordinates. Establish overall facilities and engineering policies, priorities, and procedures; recommend changes to program goals and policies to higher authority.
  • Provides advice and assistance in all functional areas; coordinates actions crossing organizational lines within and outside the Directorate; and resolves the most difficult problems which arise out of program operations.
  • Provide policy guidance and direction for the accomplishment of engineering functions and services in accordance with broad goals and objectives. Translate engineering-related policies, guidance, and objectives from higher authorities and develop operating program guidance to meet unique Agency requirements. Integrate NCR and field element facilities management and engineering operations issues, when developing program/policy directives and regulations.
  • Formulate plans that outline time-phased, cost-effective program requirements necessary to facilitate the efficient use of resources. Validate all facility and engineering support resource requirements.
  • Oversee the administration of all architecture and installation contracts. Oversee and implement government real estate and lease administration. Provide guidance in the development of all DTRA long-range facilities plans. Provide overall functional design guidance and validation for all prospectus projects within area of assigned responsibility. Monitor all assigned projects for timeliness, budgeting, scheduling, and compliance to intended program. Formulate and recommend space and facilities policies and guidelines for consideration by Agency senior leadership.
  • Work with Joint Directorates and appropriate authorities in the preparation for and training of staff on the procurement of design, construction, installations, space renovations, and space acquisitions. Work with technical resources to afford DTRA with the appropriate method of execution for technical needs assessments, space layouts, interior design, security, electronic courtroom technologies, project design and development.
  • Obtain and monitor project status information from the Joint Directorates, General Services Administration (GSA), Washington Headquarters Services (WHS), Army Corps of Engineers and other planning, design, and construction officials. Maintain various engineering and facility management project tracking and information databases for the area of assigned responsibility. Provide oversight and leadership for facilities-related activities including construction, building/space management, renovation, repair, maintenance, utilities management, furniture management, planned renewal, record drawings, and fiscal management.

Qualifications


You may qualify at the GS-15, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Specialized Experience is defined as:
  • Demonstrated experience with administration of military construction (MILCON); sustainment, restoration and modernization (SRM); government real property and lease administration; and formulation of space and facilities policies and guidelines for consideration by organization senior leadership.
  • Other specialized experience includes developing and implementing organizational goals, long and short-range plans and projects; delegating authority and responsibility to subordinates; establishing overall facilities and engineering policies, priorities, and procedures; recommending changes to program goals and policies to higher authority; providing advice and assistance in all functional areas; coordinating actions within and outside organizational lines; and resolving the most difficult problems which arise out of program operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

IOR or Basic Education Requirements are in addition to Specialized Experience.

???????For the Engineering Series. To be acceptable, the program must:
A. (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. 2. Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive).

  • ACQUISITION POSITION: This position requires a Defense Acquisition Workforce Improvement Act (DAWIA) certification. This is an Acquisition Workforce position in Program Management Area. The incumbent will be required to become certified in the Practitioner tier within 5 years. The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
