The primary purpose of this position is to serve as technical subject matter expert over planning, directing, organizing, and exercising control over digital (cyber, cloud, platform, data, software and/or artificial intelligence) service development capabilities, and supporting the activities of DoD funded acquisition efforts.

Duties

  • DUTY 1: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees
    regarding policies, procedures, and directives of management.
  • DUTY 2: Establishes, develops, and maintains general/flag officer- (G/FO) and senior executive service (SES)-level
    working relationships with relevant Open Source, Commercial, Federal, Intelligence Community, Coalition
    and Joint DoD, Air Force, Center, and Directorate organizations.
  • DUTY 3: Develops and maintains business, systems, and information policies, processes, and information technology
    tools to support DoD and Commercial enterprise mission owners (e.g. DoD, Intelligence Community, Federal
    government, private industry, and the Open Source community) at organizations like Software Factories,
    acquisition program offices, operational units, needs regarding software development, security, and
    operations.
  • DUTY 4: Contributes to an DoD and Federal transformation strategy regarding software development, security, and
    operations that leverages diverse leadership and staff with the skills to deliver user-delighting enterprise
    technology and digital services.
  • DUTY 5: Performs a broad range of analytic assignments entailing unique problem solving, creativity, innovative use
    diverse, multi-cultural, multi-discipline approaches/methodologies/techniques, and/or new technologies.

  • This position is Defense Acquisition Workforce Improvement Act Engineering and Technical Management Practitioner and incumbent must meet appropriate certification requirements IAW the DAWIA no later than 24 months after accepting this position.
  • Must demonstrate sound security practices for ensuring the safeguarding of classified information.
  • Employee may be required to work short/no-notice overtime.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments..
  • Mission Essential: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Standards IOR for Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series.

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervisor/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: demonstration of applying senior level IT security principles, concepts, practices, products, services, and methods for evaluating risk and vulnerabilities, implementing mitigation improvement, and disseminating IT tools and procedures; applying the business value of information, methods, and approaches for sharing information through the use of IT assets; policy and planning concepts and practices; interrelationships of multiple IT disciplines; including project management methods sufficient to manage development and implementation of workable approaches to IT architectures and IT related initiatives. Experience in working with maturity models (e.g., Capability Maturity Model Integration (CMMI) for Development, CMMI for Services, and CMMI for Acquisitions); and cloud computing service models Software as a Service (SaaS), Infrastructure as a Service (IaaS), and Platform as a Service (PaaS).

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Expert knowledge of personnel management, equal employment opportunity, and safety and security regulations, practices, and procedures. Skill in planning, organizing, and directing the functions (as well as mentoring, motivating, and appraising the staff) of a geographically separated organization (mix of in-office, teleworking, and fully remote personnel) through subordinate supervisors. Ability to develop, implement, evaluate, and improve processes and procedures to monitor the effectiveness, efficiency, and productivity of the organization. Manage the internal relationship with information technology (IT) process owners supporting the service, assisting with the definition and agreement of operating level agreements (OLAs).
  • Expert interpersonal skills and abilities including empathy to conduct substantial coordination by effectively communicating orally and in writing among a variety of organizations (e.g. Department of the Air Force, DoD and its agencies, and the Federal Government) and high level managers and senior executives (e.g. general/flag officers, senior executive service civilians, chief executive officers of non government organizations) to identify and integrate internal and external program issues. Manage the external relationship with information technology (IT) stakeholders, assisting with the definition and agreement of service level agreements (SLAs) or Memorandum of Understanding/Agreement (MOUs/MOAs)
  • Expert knowledge of emerging cultural, leadership, legal, regulatory, policy, ethics, organizational, process, and supporting technological improvements that transform and improve warfighter operational and supporting capabilities. Research and evaluate available technologies and standards to meet customer requirements. Identify cyber capabilities strategies for custom hardware and software development based on mission requirements. Ability to use collaboration and technology to deliver digital services to users, including the development of tools and other support forms to encourage the adoption of these digital services.
  • Expert knowledge of digital product design, organization structures, and structural relationships in support of digital service management. Knowledge of the principles and methods to identify, analyze, specify, design, and manage digital service requirements and desired customer features; includes translating requirements into technical requirements use for design or presenting alternative technologies or approaches. Act as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction and monitor all significant activities so the service is delivered successfully.
  • Expert analytical skills to apply a wide range of qualitative and/or quantitative methods for the assessment of user needs and resource prioritization. Ability to drive complex, government-wide technology and technology policy initiatives from conception through implementation.
  • Expert knowledge of organizational process improvement concepts and process maturity models (e.g., Capability Maturity Model Integration (CMMI) for Development, CMMI for Services, and CMMI for Acquisitions). Knowledge of integrating the organization's goals and objectives into the architecture. Knowledge of information technology (IT) acquisition/procurement requirements. Knowledge of the systems engineering process. Knowledge of risk management processes (e.g., methods for assessing and mitigating risk). Able to plan implementation strategy to ensure enterprise components can be integrated and aligned.
  • Expert knowledge of cloud computing service models Software as a Service (SaaS), Infrastructure as a Service (IaaS), and Platform as a Service (PaaS). Knowledge of cloud computing deployment models in private, public, and hybrid environment and the difference between on-premises and off-premises environments. Knowledge of computer networking concepts and protocols, and network security methodologies. Knowledge of network design processes, to include understanding of security objectives, operational objectives, and tradeoffs. Knowledge of network access, identity, and access management (e.g., public key infrastructure [PKI]). Knowledge of network security architecture concepts including topology, protocols, components, and principles (e.g., application of defense-in-depth).
  • Expert knowledge of specific operational impacts of cybersecurity lapses. Knowledge of supply chain risk management standards, processes, and practices. Knowledge of organization's enterprise information security architecture system. Ability to build architectures and frameworks. Knowledge of the enterprise information technology (IT) architectural concepts and patterns to include baseline and target architectures. Ensure acquired or developed system(s) and architecture(s) are consistent with organization's cybersecurity architecture guidelines. Knowledge of national and international laws, regulations, policies, and ethics as they relate to cybersecurity. Knowledge of cybersecurity principles. Knowledge of cyber threats and vulnerabilities.
