Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION

This National Guard position is for a SUPERVISORY LOGISTICS MANAGEMENT SPECIALIST (Title 5), Position Description Number T59081P1 and is part of the AR ANG 189 LGR SQ, National Guard.

Duties

1. Supervisor: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers' performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Demonstrates sensitivity to ideas of subordinates. Promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees.

2. Wing Advisor: Provides technical advice and assistance to wing leadership on business processes and performance and efficiency of logistics readiness functions of the squadron/flight as it pertains to the Wing. Provides technical oversight for squadron /flight plans, goals and standards for readiness and performance capabilities of the squadron/flight. Responsible for programs associated with squadron/flight business processes, resource management (facilities, equipment, budget, stock control and infrastructure), squadron analysis, systems management, strategic planning, metrics and training. Establishes metric and analysis systems for subordinate organizations to assess efficiency, effectiveness, and compliance with procedures. Provides technical guidance for the development of program goals, plans, policies, and procedures and work plans regarding of wing strategic vision; evaluation of overall logistics process effectiveness; modernizing and transforming current business operations and support systems; and modifying logistics strategic planning. Recommends methods to help the squadron optimize use of resources and maximize efficiency and effectiveness. As a senior logistician, recommends to the commander ways to evenly distribute and optimize organization resources to achieve readiness goals and objectives as well as installation customer needs. Establishes review systems for the organization to ensure certain government needs are met and validated, and that economy and quality of operations are maintained or improved. Collaborates and plans with other managers and appropriate personnel to coordinate and/or integrate operations and interests of other organizations.

Qualifications

GENERAL EXPERIENCE:
Experience, education, or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems

SPECIALIZED EXPERIENCE:
1-year specialized experience, education or training equivalent to at least the next lower grade level. Must have experience, education, or training which includes identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions.

3. LRS Training, Resources and Systems: Manages and performs work for providing training, resources, and systems to ensure the efficient and effective operation of installation deployment processes. Develops new approaches related to logistics workforce readiness to better support logistics services, systems and products. Analyzes base ready program requirements, develops get-well strategies and reports findings to squadron/flight, group and command staffs and agents. Designs and implements programs to train and prepare units to fulfill expeditionary combat support (ECS) capabilities requirements associated with organizing units to open, establish and operate forward bases to include assessing austere locations to determine requirements to sustain forces and operating locations, position, recovering and reconstituting forces. Provides deployment training (squadron-specific) for all installation personnel to carry out deployment tasks. Evaluates all manpower, resource, procedural, and capability issues impacting mobility readiness. Serves as focal point for reporting limiting factors in supplies, equipment, personnel, and training to the commander to forward to higher headquarters. Prepares wartime and mobility management reports.

4. Squadron/Flight Technical Advisor: As the squadron/flight technical advisor on logistics readiness and AEF issues, performs/leads studies, and provides technical advice and assistance on development and implementation of readiness mission capabilities. The current and projected logistics readiness capabilities are associated with critical supply chain management, equipment and vehicles, warehousing, and plans, programs, resource agreement, policies and procedures. The programs and studies directed and/or advice provided to key wing officials often leads to revision of critical LRS policies and procedures in the wing or squadron/flight. Responsible for smooth operations, to include working with subordinate chiefs, to ensure efficient flow of operations to meet wing and squadron/flight objectives. Researches and determines or recommends appropriate actions or interpretation of issues that impact the organization and/or command. Provides advice concerning the evaluation of new technological developments for use by the LRS community; evaluates and recommends process improvements. Ensures appropriate logistics readiness operation changes are implemented to enhance performance of command readiness operations.

5. Wing Logistics Readiness Representative: Represents the wing regarding logistics readiness issues at meetings within the organization and at conferences with JFHQ-State, USPFO, NG, MAJCOM, HQ USAF, DoD, and other agencies. Meetings and conferences in many cases are to negotiate mutually satisfactory agreements, to identify and resolve logistics readiness matters, and ensure concerted action by involved parties. Establishes, develops, and maintains effective working relationships with other wings, squadrons, or base organizations, counterparts at MAJCOM, HQ USAF, DoD, other agencies and local, state & federal government counterparts as well as commercial and private organizations. Develops and presents issues in oral and written form, e.g. briefings, requirements documents or staff studies providing program status, accomplishments, problems, requirements for support, and promotion of program objectives to senior military officers and civilians in other program offices of the command, with HQ USAF, and/or other organizations.

6. LRS Management: Plans, organizes, and maintains oversight of the activities of the Logistics Readiness Squadron, ensuring the planning efforts and work products and services of all the squadron functions comply with legal and regulatory requirements and meet customer needs. Develops goals and objectives that integrate organization and contingency planning objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Plans and schedules work in such a manner that promotes a smooth flow and even distribution and ensures effective use of organization resources to achieve organization goals and objectives as well as installation customer needs. Sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Provides employees direction and advice regarding policies, procedures, and guidelines. Reviews and structures organization to optimize use of resources and to maximize efficiency and effectiveness of the organization. Submits requirements for additional resources and balances organization needs with overall mission requirements and resource interests. Identifies need for change in organization priorities and takes action to implement such changes. Is held accountable for actions taken and advice provided by subordinate employees. Makes decisions on work problems presented by subordinate employees. Directs self-assessment activities.
