JOB TITLE:    Management Analyst Supervisor
BUSINESS  TITLE:   Supervisory Management Analyst

INTRODUCTION:

This position is located in the Internal Control Branch (ICB) within the Marine Corps Community Services (MCCS) Division.  The purpose of this position is to carryout the oversight responsibilities by performing and supervising inspections and reviews of MCCS Non-Appropriated Fund (NAF) activities, functions, programs, and issuing report of these inspections which describe conditions found and recommend any corrective actions needed.

DUTIES AND RESPONSIBILITIES:

Assists the Director of ICB in planning, directing, and developing necessary analysis steps to meet oversight program objectives of NAF functions, programs, and activities. Verifies and ensures that these programs are in compliance with existing regulations, policies, and procedures.  Writes comprehensive evaluation of NAF operations relevant to the objectives in the format of complete findings and recommendations.  Performs and supervises reports on internal controls and reports on compliance with policies and regulations relevant to the objectives in the format required.  Prepares working papers, setting forth information relative to the extent of examination.  Provides full support of findings.

Conducts in depth reviews to obtain documentary, analytical, or observation evidence for conclusion and findings.  Discusses findings and recommendations with the supervisor and senior management personnel to reconcile differences and to work out satisfactory solutions to various problems.  Oversees periodic management and employee training classes on internal control issues.  Participates in the planning, performance, and review of the year-end inventory validation process.  Establishes long range plans and objectives for the management analysis and reviews, and assists the Director in the planning process for implementation of the goals and initiatives for MCCS.
Plans work to be accomplished by subordinates.  Assigns work to subordinates based on priorities. Evaluates and supervises work performance of subordinates.  Provides advice and instruction to employees on both work and administrative matters.  Finds ways to improve production or increase the quality of the work directed.  Hears and resolves complaints and identifies developmental and training needs of employees.  Conducts other managerial functions for subordinates as needed.  

Provides World Class Customer Service with an emphasis on courtesy.  Assists customers and communicates positively in a friendly manner.  Acknowledges customers, smiles and makes eye contact.  Asks questions to determine, verify and solve problems.  Checks for satisfaction on the quality of goods and services.  Takes action to solve problems quickly.  Alerts the higher level supervisor, or proper point of contact for help when problems arise.

Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program.  Conducts safety meetings at least quarterly.  Advises employees of available safety regulations, instructions, materials and equipment.  Promptly reports workplace accidents to the Human Resources Office.  Ensures safety training is provided to employees.  Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions.  Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action.  Ensures minimal loss of duty by complying with "Return To Work" program initiatives, and following up on employee well being.

Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

Qualifications

BASIC REQUIREMENTS:

  1. Must have completed a minimum of 24 credit hours in accounting subjects, such as accounting and auditing, business law, finance, microeconomics, macroeconomics, or tax subjects from an accredited college or university; OR must have at least 1-year working experience in accounting and auditing methods, techniques, and procedures; OR an equivalent combination of education and work experience.  
  2. Supervisory experience to include leading and managing a multicultural work force is highly desirable.

QUALIFICATION REQUIREMENTS:

  1. Bachelor's degree in accounting, finance or related field, from an accredited college or university, with a professional designation (e.g. CICA, CFE) is highly desirable.
  2. Knowledge of accounting principles (e.g. GAAP, GAAS) theories, and techniques to independently perform auditing and review work for operational programs.
  3. Skill in professional auditing and/or accounting field with the knowledge of management principles and procedures in order to conduct analytical studies of the organization and business practices, analyzes findings, and preparing recommendations.
  4. Knowledge of Marine Corps and MCCS organizational concepts and civilian personnel relations and procedures sufficient to advise and assist on management matters.
  5. Ability to process and analyze accounting systems, including double entry accounting procedures and the flow of financial information.
  6. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures.
  7. Must have the ability to supervise and perform managerial functions.
  8. Efficiency in a variety of computer software programs such as word processing, spreadsheet, database, and flowcharting.
  9. A valid Government Owned Vehicle (GOV) operator's permit is required for the performance of duties for this position. Inability to obtain or maintain appropriate GOV licensing will result in termination for lack of qualifications. The incumbent is required to obtain required GOV licenses within 30 days of hire.
  10. Ability to communicate effectively in English, both orally and in writing.


This position has been designated as Non-Critical Sensitive and therefore requires the ability to obtain a Secret clearance. Continued employment is subject to a favorable adjudication of the security investigation.
