THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a SUPERVISORY POLICE OFFICER (TITLE 32), Position Description Number D2264000 and is part of the IL 183 WG, National Guard.

Duties
As a SUPERVISORY POLICE OFFICER (TITLE 32), GS-0083-8, you will serve as a first level supervisor and/or flight chief, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Security Forces Flight.
Major Duties - This is NOT an all-inclusive list:
- Advise and provide counsel to employees regarding policies, procedures, and directives of management.
- Select or recommend selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives.
- Appraise subordinate workers performance ensuring consistency and equity in rating techniques.
- Identify employee developmental needs and provide or arrange for training (formal and on-the-job) to maintain and improve job performance. Discharge security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. - Establish, develop, and maintain effective working relationships with the base community.
- Evaluate reports by analyzing facts and performing appropriate research and prepare detailed responses.
- Determine appropriate recommendations for unresolved or questionable problems and perform follow-up.
- Perform and enforce the full range of police officer duties within a military facility.
- Wield full powers of apprehension and detention which entails carrying a firearm, operating Security Forces vehicles and equipment, mirandizing suspects, preserving evidence and testifying in court as it pertains to enforcing regulations on a military installation.
- Direct and ensure thorough investigations of accidents, suspicious activities, and arrests, and promote community relations.
- Direct and supervise the dispatch operation activities involving security force patrols to scenes of crimes, accidents, natural disasters, and apprehensions.
- Direct and ensure that all individuals requesting access to the facility have the proper identification credentials before entering.
- Respond to calls for emergency assistance to include traffic accidents, suicides, burglary, robbery, sex offenses, suspicious persons, catastrophic events, scenes of crimes/natural disasters, and possibly murder, and enemy attacks, and make apprehensions.
- Interact with members of the public to determine their involvement in incidents to include interviewing, advising them of their rights, obtaining statements, and detaining or apprehending violators.

- This is an excepted service position that requires membership in the Illinois National Guard, required prior to the effective date of placement.

- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
- The maximum entry age for DoD Law Enforcement is 37. An individual not appointed by the last day of the month in which the individual becomes age 37 will not be originally appointed or assigned to these positions. --- If not providing a DD-214 or SF-50, then MUST provide another form of Proof of Age with application!!!

- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- The employee is required to properly carry, maintain, load, unload and fire various weapons. The employee will have resource protection (weapons and ammunition) responsibilities that could include the use of deadly force.
- Incumbent must be qualified in the use of required weapons, as the incumbent will be required to use firearms in performing duties.
- May be required to wear special protective clothing such as coats, boots, vests, respirator masks, and/or helmets.
- Must undergo initial and periodic job compatibility assessments.

Qualifications
AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence:
- The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
- The SECOND area of consideration will be all current Federal Employees.
- The THIRD area of consideration will be all Federal re-employment eligible.
- The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
- The FIFTH area of consideration will U.S. Citizens.
Military Grades: Enlisted, may not exceed rank of CMSgt.
GENERAL EXPERIENCE: MUST possess a validated understanding of the basic principles and concepts of this occupational series and grade.
SPECIALIZED EXPERIENCE: GS-08 Level - MUST possess specialized experience in performing practical security force activities in direct support of the military weapon systems, physical security, law and order and area security operations; experience in law enforcement, maintaining law and order, preserving the peace, and protecting life and civil rights within the jurisdiction of military installations; protecting federal property from hazards such as sabotage, espionage, trespass, theft, fire, and accident or willful damage and destruction; securing crime and incident scenes, apprehending and detaining suspects, searching persons and property and collection, seizure, and preservation of evidence; conducting interviews of witnesses and suspects, obtaining statements and testifying in official judicial proceedings; responding to disaster and relief operations and participating in contingencies; developing plans, policies, procedures, and detailed instructions to implement security force programs; maintaining accountability and ensuring security for weapons, ammunition, and explosives utilized in the course of instruction in accordance with applicable Air Force Instructions; implementing ground weapons training programs; experience controlling and safeguarding arms, ammunition, and equipment; instructing ground weapons qualification training; managing weapon placement to security forces and ground defense force commanders; inspecting ground weapons, replacing unserviceable parts and analyzing malfunctions by inspections and serviceability testing; firing weapons for accuracy and serviceability; controlling and operating firing ranges and associated facilities to include supervising construction and rehabilitation; instructing on the proper use of handguns, rifles, machine guns and other base defense/ground combat skills equipment, in accordance with approved lesson plans and course control documents; understanding weaponry, laws, directives, programs, policies, and procedures governing Security Forces activities, installation security, weapon system and resource security, anti-terrorism, law enforcement and investigations, military working dogs, air base defense, training, pass and registration, civilian work force and combat arms.
SUPERVISORY SPECIALIZED EXPERIENCE:MUST possess experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.
SELECTIVE FACTORS:
- No history of excessive alcohol use or arrested in the past two years for two or more alcohol related incidents regardless of disposition, except when proven not guilty.
- No more than one active wage garnishment for delinquency.
- No more than two delinquent charge off/collection (>= 30 days) payments within last two years.
- Must not have used, distributed, or manufactured illicit narcotics or been arrested for any narcotics use, distribution or manufacturing.
- Have not sniffed or used a substance to obtain an altered consciousness state from aerosol spray, lighter fluid, petro chemical, adhesives, Freon, or any other chemical for a purpose not intended for use.
- Qualified to bear firearms according to AFI 31-117, "Arming and Use of Force by Air Force Personnel".
- No acts of larceny, wrongful appropriation, robbery, burglary, housebreaking, misconduct in combat defined in UCMJ Articles 99-106, or any act that harmed or had the potential to harm the physical safety or well-being of animals to include Military Working Dogs.
- Never convicted by a civilian court of a Category One, Two, or Three offense, nor exceeded the accepted number of Category Four offenses. The Category Three and Four traffic offenses alone are not disqualifying. Note: Categories of offenses are described and listed in AFI 36-2002, "Regular Air Force and Special Category Accessions, Uniform Guide List of Typical Offenses".
- No documented record of gang affiliation.
- No fear of working around nuclear weapons or nuclear components.
- Position requires routine access to Secret material; and, a current National Agency Check, Local Agency Checks and Credit (NACLC) is required.
- Must maintain an Air Force Network License.
MEDICAL REQUIREMENTS:
- To qualify for this series, a current physical and a cleared drug test are mandatory.
- Normal color vision and normal depth perception are required, as defined by current Air Force Medical Examinations and Standards Instructions
- Distance visual acuity correctable to 20/20 in one eye and 20/30 in the other.
- No speech disorder or noticeable communication deficiency as defined in AFI 48-123.
- No diagnosed fear of acrophobia (fear of heights) or confined spaces.
- To qualify for this series, must confirm there is no history of emotional instability, personality disorder, or other unresolved mental health problems.
- No record of sleep disorders to include, but not limited to, sleep apneas, insomnias, hyper-somnias, narcolepsy, or restless leg syndrome.
- No current diagnosis of Attention Deficit Disorder, Attention Deficit Hyperactivity Disorder, or Perceptual/Learning Disorder(s); and prescribed medication(s) to treat these disorders in the last 12 months.
- No history of mood disorders including bipolar disorder, major depression, dysthymia, or depression not otherwise specified.
- No recorded evidence of personality disorder sustained or untreatable emotional instability to include depression, or suicidal behavior to include attempts, gestures, ideations, threats, or history of self-mutilation.
- Individuals who had their spleens removed are not eligible for assignment to the military working dog program or any canine functions.

Education
Completion of the Security Forces (SF) Apprentice Course is mandatory for award of the entry level Air Force Specialty Code (AFSC) 3P031.
For entry into the authorized specialty code, completion of high school or General Equivalency Diploma is mandatory. Combinations of successfully completed post-high school education and experience are used to meet the requirements for the military ranks, as specified in the Air Force Enlisted Classification Directory (AFECD).
