Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a SUPPLY MANAGEMENT SPECIALIST. Its purpose is to plan, organize, direct, coordinate and manage all command supply and services functions.

Duties

As a SUPPLY MANAGEMENT SPECIALIST, GS-2003-9/11, you will:

  • Performs developmental assignments of moderately difficult and complex nature consisting of well-precedented tasks designed to orient the employee in the application of supply programs and activities.
  • Work includes various duties involving different and unrelated tasks. Independently plans and carries out successive steps and handles problems and deviations in work assignments in accordance with instructions, policies, previous training, or accepted practices.
  • Decisions are made based on subject analysis, phase, or issues involved for each assignment, and may be selected from multiple alternatives. Incumbent uses judgment in interpreting and adapting guidelines, such as agency policies, regulations, precedents, and work directions for application to specific cases or issues. Incumbent analyzes results and recommends changes.
  • Completed work is evaluated for technical soundness, appropriateness, and conformity to policy and requirements. Supervisor or a higher-graded specialist assists in problem solving when necessary.
  • Plans, organizes and manages supply and services functions to include command equipment/property readiness/accountability management. Formulates and implements command supply operating procedures and policies necessary to support units.
  • Administers the command equipment loan program. Serves as the focal point for approval of the loan of command equipment within the state ARNG.
  • Advises the DOL Logistics Management Officer (LMO) on command supply and services status and recommends support required for current and proposed operations. Collects and consolidates data for areas in which operations are anticipated. Develops, implements and evaluates the effectiveness of the Command Supply Discipline Program.
  • Provides guidance on interpretation of directives and assists units, organizations and activities in supply and services matters. Manages the command property program within units of the state to ensure Equipment on Hand (EOH) readiness is met, in conjunction with State Readiness Committee guidelines.
  • Conducts an assessment of all EOH within units of the state and directs equipment redistribution within the command based on EOH policy as developed by the Plans and Policy Office of the DCSLOG/G4.
  • Maintains current command supply analysis on trends of effectiveness and efficiency. Directs actions to improve/correct undesirable supply conditions, practices and policy in the command. Manages, controls, analyzes and recommends corrective action for property losses in the command.
  • Provides management oversight responsibility for the state ARNG command Financial Liability Investigation of Property Lost (FLIP) Program reporting. Provides guidance to units on supply regulations.
  • Receives fiscal information from each subordinate function to prepare and review budget estimates for the command supply and services functions.
  • Evaluates the effects of new programs on funding requirements and ensures the preparation of justification for budget revisions.
  • Prepares, reviews and verifies command supply and services reports. Directs and coordinates logistics activities, including procurement and provision of command supplies and services and management of command material and equipment.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • SECURITY CLEARANCE (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • Selected Reserve Incentive Program (SRIP): Acceptance of a Federal Technician Position of over 179 days in length will cause termination from the SRIP.

Qualifications

Military Grades: E-5 thru E-8; 2LT thru CPT

GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE GS- 09: 1-year specialized experience equivalent to at least the next lower grade. Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc. Experience involving the control of supply stocks and accounting for equipment. Knowledge of supply functions, cataloging, maintenance, and disposal procedures. Experience in cost estimates, budgets, or funding management. Experience conducting extensive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support. Experience requiring person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc.

SPECIALIZED EXPERIENCE GS- 11: 1-year specialized experience equivalent to at least the next lower grade. Experience supervising and/or managing supply personnel and a variety of supply functions. Knowledge on the entire inventory management supply system. Experience coordinating with other organizations on complex and controversial supply issues. Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions.
