Summary

This is a public notice flyer to notify interested applicants of anticipated vacancies through Certain Competitive Service / Modified Direct Hire Authority. Duties

  • You will conduct mishap investigations and root cause analysis of personal injury and industrial mishaps to identify and recommend root cause and recommend preventive measures.
  • You will perform research and develop resolutions of occupational health problems assigned by higher authority or recognized locally.
  • You will review and interpret existing and new occupational safety and health regulations and policies to determine their applicability to detachment Personnel and Ships Force operations.
  • You will review and implement changes to fire prevention plans for vessels as well as for Detachment facilities.
  • You will review written safety or environmental procedures for adequacy, and evaluate the implementation and effectiveness of safety and environmental/inspection systems, including sampling plans.
  • You will conduct surveys evaluating shipbuilding operations compliance to OSHA Maritime Safety Standards, applicable OSHA General Industry Standards and Navy contracts.
  • You will develop and conduct Occupational Safety and Health training and orientation as assigned to qualify command personnel to perform job assignments.
  • You will perform safety oversight of special evolutions such as ammunition on loads and petroleum transfers over water.
  • You will analyze safety and environmental data to detect unsatisfactory trends or weaknesses in the safety and environmental/inspection system.

  • You will be required to make frequent physical inspection of shore/shipboard worksites that includes walking, climbing, stooping, stretching, bending, long periods of standing and similar activities.
  • You will be exposed to high noise levels, high temperatures, adverse weather conditions, enclosed spaces, irritant chemicals, fumes, hi noise levels, excessive heat, dirty conditions and work in confined spaces.
  • You may be required to work in confined spaces.
  • You will be exposed to substances, which are potentially hazardous to your safety or health.
  • You may be required to perform occasional travel.

Qualifications

There is a Basic Requirement to hold a Safety and Occupational Health Management Series 0018 position in the federal service. See the "Education" section of this announcement for details.

To qualify for the GS-0018-11, in addition to meeting the Basic Requirement, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector using the principles, standards, and techniques of safety and occupational health management; and) pertinent elements of engineering, physical science, ergonomics, psychology, industrial hygiene, physiology, sociology, and other scientific and technological fields which contribute to the achievement of comprehensive safety and occupational health objectives to perform the following: Executing safety and occupational health policies in support of a shipyard or other similar industrial area that includes inspecting or surveying industrial workplaces, processes or products for compliance with established safety and occupational health policies or standards to identify and recommend solutions to potential new hazards.

To qualify for the GS-0018-12, in addition to meeting the Basic Requirement, your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public using the principles, standards, and techniques of safety and occupational health management; and) pertinent elements of engineering, physical science, ergonomics, psychology, industrial hygiene, physiology, sociology, and other scientific and technological fields which contribute to the achievement of comprehensive safety and occupational health objectives to perform the following:

1) Directing, controlling, monitoring, interpreting, and/or seeking resolutions to matters pertaining to programs is mandatory for safe, healthful, and environmentally sound workplace.
2) Reviewing and interpreting existing and new OS&H regulations and policies to determine their applicability to organizational personnel and workplaces.
3) Assisting in the development and issuance of local safety and health instructions for control of hazardous materials with the goal of the reducing or eliminating employee exposure to such hazards.
4) Performing research to develop resolutions for occupational health problems.
5) Assisting in developing surveillance criteria and audit plans for conducting audits to determine the effectiveness of an organization's OS&H program.
6) Reviewing and implementing changes to fire prevention
7) Assisting in the institution of safety programs.

Education

There is a Basic Requirement to hold a Safety and Occupational Health Management Series 0018 position in the federal service. You must meet one or more of the items listed below:

Education
Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
OR
Experience
Specialized Experience or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:
Managing safety or occupational health program elements.
Developing and recommending safety and occupational health policy to higher levels of management.
Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.
OR
Possess Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination. You may also qualify for higher grade levels based on their education and/or experience.
