Summary

This position is located at the National Mall and Memorial Parks. The purpose of the position is to support the Safety and Occupational Health Program by performing a variety of recurring assignments to control or eliminate unsafe physical conditions, equipment and machine hazards, and risk in human performance.

Duties

The major duties of the Safety and Occupational Health Manager position include, but are not limited to, the following:

  • Attends and successfully completes applicable courses and training, performs independently selected job assignments, and receives instructions on goals, objectives, regulations, procedures, occupational hazards, safety standards, inspection techniques, and work processes.
  • Receives instruction and completes assignments to become familiar with: Federal occupational safety and health laws, legal statutes and Executive Orders; typical processes and hazards; mishap investigation techniques; and hazards common to the park environment.
  • Participates as member of a survey or inspection team and is exposed to the practical application of techniques and measures used to identify hazards; attends and observes closing sessions where violations of appropriate standards and subsequent corrective requirements are discussed with management representatives.
  • Studies and reviews past inspection records to further understand the application of technical standards to specific unsafe acts or conditions.
  • Participates in annual safety inspections, and intermittently inspects offices, facilities, and/or shops. Indicates actions to be taken to avoid accidents and injuries. Analyzes and evaluates findings and recommends corrective measures.
  • Assists with development s of local safety and environmental directives, manuals, and plans. Assists with providing instruction to employees covering a variety of safety and occupational health subjects including chemical, biological and physical safety and occupational safety needs.
Duties will be developmental in nature when filled below the full performance level.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.

Qualifications

All qualifications must be met by the closing date of this announcement-06/24/2025-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

MINIMUM QUALIFICATION:

To qualify for this position the GS-7 grade level, you must meet the following minimum qualifications by the closing date of this announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: 1) Assists with the preparation safety policies, procedures and guidelines; 2) Assists with investigations and prepares incident narratives; and 3) Assists inspections to ensure facilities are free from common hazards affecting the safety and health of personnel and visitors. You must include hours per week worked.

EDUCATION: Possess 1 full year of graduate level education (18 semester hours or equivalent) with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

COMBINATION OF EDUCATION & EXPERIENCE: Possess a combination of education and experience as described above. To combine education and experience, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

To qualify for this position the GS-9 grade level, you must meet the following minimum qualifications by the closing date of this announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of: 1) Applies safety management, policies, procedures, and accident reporting; 2) Inspects concession and/or construction sites, identifying workplace and worksite hazards, enforcing PPE regulations; 3) Applies use of the Occupational Safety and Health Administration (OSHA) Standards, and NFPA Standards to implement a Safety and Occupational Health Program. You must include hours per week worked.

EDUCATION: Possess a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

COMBINATION OF EDUCATION & EXPERIENCE: Possess a combination of education and experience as described above. To combine education and experience, divide your total months of experience by 12. Then divide your semester hours of completed graduate education beyond the first year by 18 (or 27 for quarter hours). Add the two percentages. The total percentage must equal at least 100 percent to qualify.

To qualify for this position the GS-11 grade level, you must meet the following minimum qualifications by the closing date of this announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: 1) Implements knowledge and practical strategies for safety and occupational health techniques and measures to identify and analyze common hazards; 2) Participates on a survey or inspection team that contribute to the effectiveness of the overall safety and occupational health program by analyzing and evaluating findings and recommending corrective measures; 3) Prepares guides or instructions that educate employees in safe operating practices or techniques; and 4) Uses a variety of computer programs to manage safety/health information databases, recordkeeping and tracking systems. You must include hours per week worked.

EDUCATION: Possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., in a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Successful completion of a combination of education and experience as described above. For example, have 6 months of the specialized experience described (50% of the experience requirement), and 1.5 of the 3 full years of directly-related graduate level college study as defined above in an accredited institution (50% of the qualifying education). Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Additional information

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

Physical Demands: A significant amount of work is performed in an office environment. However, performance of inspections and investigations of mishaps requires frequent physical exertion such as frequent walking and hiking over rough, uneven, or rocky surfaces, crouching, climbing, stooping, climbing ladders, working on roofs, crawling under buildings and in attics, etc. There may be need for the incumbent to lift and carry moderately heavy objects. The use of personal protective equipment (hard hat, steel-toed boots, gloves, eye goggles, and respirators) may be required due to exposure to hazardous occupational environments.

Working Conditions: Although most work is performed in an office, on-site inspections involve exposure to hazardous chemicals, moving equipment, heights, closed spaces, high noise levels, temperature extremes, fumes and smoke. A fair degree of potential risk is involved. The incumbent is required to wear protective clothing/equipment at times. The work requires frequent onsite surveys necessitating prolonged standing, walking, climbing, bending, crouching, stretching, reaching and other physical movements. As stairs and aisles are often under construction, some physical coordination and balance is necessary.

This position is not eligible for remote work or telework.
