Duties

This position is located in the Occupational Safety, Health and Environmental Division (OSHE), Office of Logistical Services (OLS), Office of the Chief Administrative Officer, United States Capitol Police (USCP).  The purpose of the OHSE Division is to enforce the requirement that the Legislative Branch must comply with the Occupational Safety and Health Act (OSHA) and its standards, which require workplaces to be free of recognized hazards that are likely to cause death or serious injury. The incumbent is responsible for assisting the OSHE Manager with establishing, implementing, and operating a compliant and responsive safety program covering several major program areas under the Department's overall OSHE Program.

At the CP-09/GS-11 level, the duties include:

Plans, schedules, and conduct evaluations and inspection of facilities occupied by USCP employees to determine compliance with published OSHA standards. Inspects and surveys worksites to identify and evaluate conditions that may harm employees’ safety and health. Prepares finding, reviews, and recommends approval or disapproval of the facility’s corrective action.

Conducts and administers weekly, monthly, and annual environmental air/area and personnel sampling related to the defined OSHE programs.  Conducts weekly, monthly, and yearly calibration and maintenance of all OSHE electronic detection equipment.  Monitors equipment calibration service requirements for applicable equipment according to contract requirements.

Assists peers in performing workplace safety, health, environmental, and fire inspections that identify hazardous conditions and solutions for remediation.  Recommend solutions utilizing the best business practices and research analysis to improve the effectiveness and efficiency of current operations.

Assesses trade-offs between safety concerns and economic issues related to implementing safety programs, policies, and regulations in the Department.  Identifies key policy issues and priorities, designs analysis, evaluates alternatives, as part of a team, to senior management officials.

At the full performance level of CP-10/GS-12, the duties include:

Independently oversee assigned safety program elements, ensuring that all required process steps, including training, inspections, reporting, incident investigations, and other preparatory actions, are performed based on the division's objectives.  Resolves critical safety and occupational health problems that may entail serious hazards and unpredictable consequences to humans and property.

Executes comprehensive evaluations with a focus on assisting USCP with gaining regulatory compliance.  Prepares and delivers written and verbal review of findings and recommendations that determine feasible problem resolution, considering applicable regulatory requirements (OSHA, EPA etc.).

Provides expert advice to the OSHE Manager and other OLS management staff in assigned safety program fields.  Works with sworn officials, Fraternal Order of Police, executives, and civilian professionals to understand safety responsibilities within their respect workplaces and support their efforts. 

Supports the development and execution of USCP leadership engagement in safety and occupational health programs, worker participation, education and training, and continuous program evaluation and improvement and constant communication with USCP stakeholders.

Prepares written reports and provides information/decisions papers. Creates project plans, including overall major health and safety requirements applicable to the project.  Provides written documentation to USCP management, civilian officials, General Counsel, and the Office of Compliance with recommendations and solutions to potentially hazardous conditions.

You must be a U.S. citizen. Successful completion of a background investigation is required. Must complete a one-year probationary period.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-09 level, you must have 52 weeks of specialized experience equivalent to at least the CP-08/GS-10 level which is in or directly related to the line of work of the position to be filled and which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.  Specialized experience is defined as experience which includes: 1) conducting routine inspections and investigations where low safety and occupational health risks are anticipated; 2) analyzing reports of inspections and investigations conducted by other personnel to identify trends of incidents and hazards; and 3) recommending enforcement action on violations and administrative remedies in cases where there are deficiencies.

For the CP-10 level, you must have 52 weeks of specialized experience equivalent to at least the CP-09/GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.  Specialized experience is defined as experience which includes: 1) conducting conventional inspections and investigations, and determining compliance with applicable safety standards; 2) drafting reports to document inspection and investigation findings; 3) preparing project plans including overall major health and safety requirements related to the project; and 4) developing guidance to be used for implementing criteria and evaluating preparedness based on exercises, plans or training.

Background Investigation -- Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
