Summary

This position serves as the Security Director for the U.S. Agency for Global Media (USAGM). The incumbent manages security operations for USAGM, to include headquarters located in Washington, D.C., subsidiary locations and a number of facilities located both within the continental United States and abroad.

Duties

As Security Director, you will be responsible for duties to include, but are not limited to:

1. Manages security operations for USAGM, to include headquarters located in Washington, D.C., subsidiary locations and a number of facilities located both within the continental United States and abroad; is responsible for the following specific tasks:

  • Develops the Agency's personnel and physical security programs, which have their basis in Federal statute and Executive orders (EOs).
  • Serves as an advisor to the Director of Management Services, the USAGM Chief Executive Officer (CEO) and other USAGM Executive and senior leadership on all security matters.
  • Maintains appropriate liaison with other federal, state, and local agencies.
  • Keeps abreast of changes in EOs, laws, regulations, standards, and programs that have a bearing on the overall personnel security and investigation program of USAGM and bring solutions to attention of higher authorities as necessary
  • Creates, revises, and updates both physical and personnel security policies taking into consideration historical precedent, operational requirements, resource constraints, and all applicable EOs, Federal standards, Federal Code, and regulation and adjust existing security plans and policies in response to national and international issues as they arise.
  • Exercises overall management and responsibility of security investigations, which consists of, but is not limited to, direction and coordination of background investigations, timeliness of service, appropriateness of coverage, resolution of issues, coordination of counterintelligence investigations and matters. This includes direct involvement with counterintelligence investigations and Federal Bureau of Investigation assistance, guidance of staff investigators to maximize utilization of resources, and monitoring of completed cases to ensure quality and completeness.
  • Manages the agency's financial resources allocated to security assets. Prepares and updates a five-year security budget plan that is used by Security and Chief Financial Officer to formulate the security maintenance and repair resources; plan is designed to provide required and necessary protection for domestic and overseas facilities and personnel.
2. Directly supervises Security Office Division Chiefs; through Division Chiefs, supervises Personnel and Physical Security Specialists; and performs the following supervisory tasks:
  • Exercises delegated authority to oversee the overall planning, direction, and timely execution of the USAGM Security programs, managed through separate subordinate organizational units.
  • Oversees revision of long-range plans, goals, objectives, and metrics for work directed.
  • Approves multiyear and longer-range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manages the overall work to enhance achievement of the goals and objectives.
  • Manages the development of policy changes in response to changes in levels of appropriations or other legislated changes.

Qualifications

To meet minimum qualification requirements for this position, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs).

All applicants MUST submit written narrative responses addressing each Mandatory Technical Qualification (MTQ) and Executive Core Qualification (ECQ) separately. When preparing your responses to the MTQs and ECQs, you are encouraged to follow the Challenge, Context, Action and Result model outlined in the OPM's Guide to Senior Executive Service Qualifications. Your examples should be clear and concise, and emphasize your level of responsibilities, scope of complexity of programs managed, and program accomplishments including the results of your actions. ECQ narrative statements may not exceed ten (10) pages; MTQs may not exceed two (2) pages. Please included your full name on all documents submitted.

You must upload your written narrative responses to MTQs and EQCs to your application package. Failure to meet the basic qualification requirement and address all Mandatory Technical and Executive Core Qualification factors will result in your application being disqualified.

Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to provide ECQs narratives.

MANDATORY TECHNICAL QUALIFICATIONS (MTQ): Mandatory for all applicants.
All applicants must submit a written narrative response to the following MTQs. You must address each MTQ separately. Each MTQ narrative must not exceed two (2) pages. Please give examples and explain the complexity of the knowledge possessed and the sensitivity of the issued you handled.

MTQ 1: Personnel and Physical Security Acumen - Demonstrated comprehensive knowledge of methods and controls of security operations, personnel, public safety, intelligence operations, occupational health and safety, and investigation and inspection techniques; to protect an organization from natural or man-made threats to physical locations where information systems equipment is located or work is performed (for example, computer rooms, work locations, and equipment rooms). Knowledge of rules, regulations, precautions, and prevention techniques for the protection of people, data, or property, related to securing personnel, facilities, and information, including the requirements for handling, transporting, and protecting classified information and proper reporting of security incidents.

MTQ 2: Strategic Planning Acumen - This qualification requires a proven record of progressively responsible work experience at the top executive and managerial levels in government and/or the private sector; extensive experience formulating strategic security objectives and priorities, and implementing plans consistent with the long-term interests of an organization in an international environment.

EXECUTIVE CORE QUALIFICATIONS: Mandatory for all competitive applicants.
All applicants must submit a written narrative response to each of the following ECQs. Your narrative must address each ECQ separately, should contain at least two examples describing your experiences and results; and demonstrate the underlying competencies in the narrative. Your ECQ narrative responses must not exceed 10 pages.

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Competencies: Creativity and Innovation, External Awareness, Flexibility, Resilience, Strategic Thinking, Vision.

ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide a workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Competencies: Conflict Management, Developing Others, Team Building.

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks. Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving, Technical Credibility.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. Competencies: Financial Management, Human Capital Management, Technology Management.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, or international organizations to achieve common goals. Competencies: Partnering, Political Savvy, Influencing/Negotiating.

Actual salary for Senior Executive Service positions may vary depending on the scope and the complexity of the qualifications and current compensation of the selectee.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
