Security Programs Manager
Security and Law Enforcement Operations Division
Salary: $108,762 - $122,345
This is a supervisory position.
The incumbent manages the execution of Member security programs, to include:
Residential Security, Personal Security, Cyber Security, Mobile Duress, and
other programs. The incumbent provides supervision and support to the Security
Program team in carrying out tasks including program submission review and
processing, invoicing, auditing, record-keeping, contract oversight, vendor
management, and budget administration.
Duties:
(May include a variety
of these duties, but are not limited to the following)
- Manages processes ensuring routine Member
security program submissions are verified for completeness, adheres with
established parameters, and includes appropriate supporting documentation.
- Manages the Security Program team daily workflow
and prioritizes program administration tasks to meet deadlines and
maintain processing accuracy.
- Works with subject matter experts and SLEO
personnel to support development of security program parameters.
- Maintains secure, well-organized program files
and trackers; ensures proper labeling, retention, and controlled
distribution of sensitive records.
- Reconciles vendor invoices and supporting
documentation, coordinates resolution of discrepancies with vendors and
internal partners.
- Ensures the Security Program team conducts accurate
invoice reviews and routes discrepancies for review by the DASAA.
- Creates and updates standard operating procedures
that support efficient daily operations.
- Assembles audit-support documentation packages
and responds to document requests using established checklists and
evidence standards.
- Drafts routine administrative correspondence and
uses approved templates to prepare recurring forms and processing notes.
- Produces
recurring status reports and briefs supervisors on operational trends and
backlogs.
- Coordinates with procurement and finance teams to
ensure payment packages and contract-related documentation are complete,
consistent, and audit-ready.
- Provides targeted training and coaching to staff
on SOPs, internal controls, and secure handling requirements; identifies
skills gaps and recommends cross-training.
- Identifies recurring processing errors or control
weaknesses and proposes practical fixes to strengthen accuracy,
traceability, and compliance.
- Applies established confidentiality and
need-to-know practices; promptly reports suspected mishandling, anomalies,
or irregular requests.
- Performs second-level reviews for allowability
and compliance with House fiscal policy and program rules; resolves
routine exceptions and document deficiencies.
- Designs, implements, and evaluates internal
control measures for program administration.
- Conducts trend and risk analysis to detect
patterns indicating program ineffectiveness, duplicate billing,
unsupported charges, or process vulnerabilities; leads corrective actions.
- Leads complex issue resolution and escalations
and documents outcomes and mitigations.
- Overseas vendor performance monitoring inputs and
elevates persistent noncompliance.
- Develop reporting for leadership to support
decision-making.
- Performs other duties as assigned.
Work Experience & Education:
- Bachelor’s degree in business, accounting, finance, security administration or
related field. Advanced degree preferred.
- Experience in accounting, auditing, program administration, financial analysis,
or contract administration.
- Supervisory or management experience in program management related to security,
law enforcement, emergency management, or military operations preferred.
Work Schedule:
Full-time, permanent. Monday – Friday, 8:30 a.m. – 5:00 p.m.
Must be able to work outside of normal business hours when necessary, including
evenings, weekends, and holidays as needed.
This
position is based in a typical office environment. Actual weight handled
varies, but the role involves handling items including books, documents, and
equipment weighing up to 25 lbs. The incumbent should be capable of meeting
physical requirements, which may include sitting, lifting, bending, crouching,
walking, and standing.
