Job Summary
The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.
The incumbent will support the preparation of the U.S House of Representatives annual financial statements for both internal and external users by collecting, analyzing, and validating financial data. This role ensures all financial reporting complies with U.S. Generally Accepted Accounting Principles (GAAP) issued by the Federal Accounting Standards Advisory Board (FASAB), as well as the form and content requirements of the Office of Management and Budget (OMB) Circular No. A-136, Financial Reporting Requirements. The main responsibilities include serving as the subject matter expert for Intra-Governmental Payment and Collection (IPAC) and G-Invoicing processes, managing the monthly payments and quarterly filings of Form 941 payroll taxes, and supporting the preparation of the publicly available quarterly Statement of Disbursements. The incumbent may also be assigned other official duties or special projects as needed.
This position does not involve day-to-day supervisory or managerial responsibilities.
Primary Duties and Responsibilities:
· Manage intra-agency financial transactions through the Intra-Governmental Payment and Collection (IPAC) system, including payment processing, charge research, dispute resolution, and reconciliation.
· Oversee G-Invoicing functions, including creation, approval, and management of GT&Cs and orders; ensure compliance with Treasury requirements; and coordinate with trading partners.
· Provide complex analysis of material line items and notes for the annual financial statements; conduct trends and fluctuation (flux) analyses.
· Offer financial guidance to Office of Finance staff and internal stakeholders to ensure accurate classification and recording of transactions in the accounting system or interfacing subsystems.
· Serve as a backup to the financial reporting preparation of interim and annual financial statements and accompanying notes.
· Perform month-end reconciliation of all in-bound cash including checks, IPAC, and credit card payments.
· Responsible for the accurate and timely monthly payroll tax disbursements via the Electronic Federal Tax Payment System (EFTPS) and the quarterly filings of IRS Form 941 payroll taxes.
· Contribute to and review the quarterly Statement of Disbursements (SOD), a public-facing financial document.
· Manage audit support activities, including preparation and delivery of Prepared by Client (PBC) documentation and timely responses to auditor inquiries.
· Review the work of staff accountants for accuracy and compliance and prepare complex and high-impact journal entries.
· Performs other official duties as assigned.
