Summary

This position is located in the Workforce Policy and Innovation (WPI), Office of Personnel Management (OPM). The incumbent serves as the Senior Advisor for Human Resources Workforce Programs, and, as such, is responsible for workforce development and management direction to the executive branch departments and agencies in regard to the federal human resources workforce.

Duties

As a Senior Advisor for Human Resources Workforce Programs, you will be part of Workforce Policy and Innovation (WPI). If selected, you will be responsible for:

  • Developing policy, programs and other actions to effect needed changes in human resources workforce programs, working closely with senior leadership at OPM; Chief Human Capital Officers Council (CHCOC) and agency Chief Human Capital Officers; HR Directors; Chief Learning Officers Council (CLOC) and agency Chief Learning Officers (CLOs); industry associations; members of the private, nonprofit and public sector; academia; and with the legislative branch, including the General Accountability Office (GAO).
  • Providing expert technical advice and support to the Director, Deputy Director, Associate Director WPI and other OPM personnel on all matters involving the federal human resources workforce.
  • Leading and directing the collaborative efforts to develop and execute policies and initiatives to strengthen the capability and capacity of the federal human resources workforce including developing and setting goals, and executing plans to recruit and hire, train and develop, and retain the federal human resource workforce.
  • Overseeing governmentwide strategic human capital planning efforts for the human resources workforce and supports implementation of departmental human capital strategic planning initiatives and developmental strategies for human resources career fields.
  • Leading and conducting studies to develop new requirements in civilian HR workforce development, recruitment, training and retention. Interprets interrelated program issues that affect long-range program planning, design and execution, and integrates the work of the team into authoritative reports which include options, recommendations and conclusions.

Qualifications

All applicants must have 1 year of specialized experience. Specialized experience is directly related to the duties and responsibilities of this position, referenced in the technical qualifications, that equipped the candidate with the scope and level of knowledge, skills, and abilities to successfully perform the work. This level of responsibility is typically found at the GS-15 or equivalent level in the Federal Government. Eligibility will be based upon a clear showing that the applicant has had professional training and experience of the scope, level and quality sufficient to carry out the responsibilities of the position effectively.

MANDATORY QUALIFICATIONS (MQs): YOU MUST address each of the following MQ's (TQs and SPQs) separately. MQ Statements must provide specific examples that address relevant experience, accomplishments and evidence that you possess demonstrated superior technical and senior professional qualifications.

Technical Qualifications (TQs) (Maximum of 1 page per TQ):
  1. Demonstrated senior level experience utilizing modern adult-learning strategies to design, develop and deliver comprehensive career and technical development frameworks that foster professional growth, leadership readiness, and the acquisition of current and future skills to meet the needs of large, complex organizations.
  2. Demonstrated expert-level proficiency in leveraging data and workforce analytics to identify skill gaps and forecast future workforce needs.
Senior Professional Qualifications (SPQs) (Maximum of 1 page per SPQ):
  1. Partnering: Ability to develop networks and build alliances, engage in cross-functional activities, collaborate across boundaries, and find common ground with a widening range of stakeholders. Utilize contacts to build and strengthen internal support bases.
  2. External Awareness: Demonstrated experience in understanding local, national, and international policies and trends that affect the organization and shape stakeholders' views; is aware of the organization's impact on the external environment.
  3. Communication: Ability to make clear and convincing oral and written presentations to individuals or groups; listen effectively and clarify information as needed; facilitate an open exchange of ideas and foster an atmosphere of open communication. Ability to express written facts and ideas in a clear, convincing, and organized manner.

Time-in-grade requirements do not apply to SL positions.
