Duties

  • Provides advice and counsel on a routine basis to client divisions and other senior management officials on the development of important, formal FDIC policies and positions in the handling of Merit Systems Protection Board/Equal Employment Opportunity Commission (MSPB/EEOC) cases and related matters.
  • Serves as the Corporation's legal counsel in MSPB/EEOC administrative hearings, and, as necessary, in related judicial proceedings involving complex legal issues. Provides legal advice to the Director, Division of Administration and other senior management officials on legal matters that arise in connection with MSPB/ EEOC cases.
  • Prepares legal briefs, office memoranda and other legal documents on very complex, sensitive legal issues, including those involving questions of first impression and with strongly conflicting precedents which require extensive research, analyses and ingenuity to resolve.
  • Provides legal representation on behalf of the FDIC in class action complaints which allege discrimination in employment matters.
  • Participates in negotiations and consummation of settlements relating to labor and employment matters. Presents oral arguments on behalf of the FDIC before the administrative hearing boards or federal and state courts.
  • Performs and supervises the performance of a variety of other legal assignments, as necessary, that relate to the business management, internal administration, and operation of the Corporation, including issues related to labor-management relations and the applicability of statutes and other requirements to the FDIC.
  • Develops and monitors the long-range planning and implementation of the FDIC's legal policy and programs. Performs or supervises the performance of a variety of analytical, quantitative, research, evaluative and writing activities in the development and assessment of FDIC's policy and program initiatives, including regulations, proposed legislation, policy statements, directives, and other statements of FDIC law, rule or policy.
  • Represents the Legal Division in inter-agency task forces, committees and working groups on legal aspects of corporate policy pronouncements. Establishes and maintains continuing liaison with other divisions and offices within the Corporation, officials at other regulatory agencies, representatives of financial institutions, and private industry.
  • Directs and coordinates training and development of in-house and regional office legal staff. Incumbent discharges all supervisory responsibilities including, but not limited to, assigning and reviewing work, assessing employee performance, providing counseling and coaching as necessary, reviewing and approving leave, training and travel requests. Fulfills labor/management relations responsibilities consistent with established practices and procedures. Exhibits leadership skills by promoting and utilizing the principles of the Management Excellence Core Program and the Corporate Success Factors and behaviors in management efforts and initiatives. Manages performance effectively and provides guidance and feedback to help others enhance their knowledge, skills and abilities.
  • Ensures that employee development, employee performance, and other personnel plans, processes, and programs are executed equitably consistent with Corporate policy, legal requirements, and the mission of the Division; organizes, coordinates, and manages the work of diverse teams of employees by assigning work, developing employee skills, and assessing/monitoring employee performance.

Qualifications

To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.                                                                                                                          

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. MINIMUM QUALIFICATIONS: All applicants must submit a resume that addresses each minimum qualification experience. Leadership Experience: Experience leading and coordinating projects, including establishing expectations, reviewing work products/services, monitoring progress, and providing guidance and feedback to team members; AND

Technical Experience: Experience in managing personnel litigation matters, and in providing advice and counsel to management officials on labor and employment issues. 

Basic Qualification: Active license to practice before the highest court of a state, territory, commonwealth, or the District of Columbia and in good standing.
