Summary

This position is located in the office of the Deputy Assistant Secretary's for Program Operations, which is responsible for working closely with the Assistant Secretary. The organization formulates and directs the short- and long-term policies, programs, and goals of the agency and promotes, develops, and maintains effective working relationships with stakeholders in order to promote a better understanding of compliance with the employee retirement income Security Act of 1974 (ERISA).

Duties

Major duties for this position include but are not limited to:

  • Provide technical advice through hosting and participation in office hours, review of written materials, participation in case reviews, and responding to requests for assistance on Mental Health Parity and Addition Equity Act (MHPAEA) cases.
  • Review work product, including findings (such as insufficiency, initial determination, and final determination letters) for technical accuracy and consistency across regions and service providers.
  • Develop, create, and/or review MHPAEA related investigative tools, templates, resources, and guidance documents.
  • Liaison with EBSA offices and expert consultant with other Federal agencies, state regulators, and private sector parties.
  • Identify and assess MHPAEA cases requiring additional resources or attention to proceed, potential leads for new issues or cases, issues of first impression, new ideas or innovative approaches to MHPAEA enforcement, and other ways to improve the program.
Performs other duties as assigned.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Specialized Experience for this position is defined as: experience in analyzing legal issues involving: Employee Retirement Income Security Act (ERISA), Health Insurance Portability Accountability Act (HIPAA), Mental Health Parity and Addiction Equity Act of 2008 (MHPAEA) or other similar health laws, polices and regulations; and experience reviewing and evaluating ERISA covered health plans and a variety of other health and insurance products and vehicles.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
